香港誓言将吸纳更多国际银行参与债务证券结算系统，作为将该城市发展为领先的全球离岸人民币交易枢纽的更广泛推动的一部分。
Hong Kong has vowed to engage more international banks in a debt securities clearing system, as part of a wider push to develop the city into a leading global yuan trading hub.
「香港正积极推动多项措施，将本市的离岸人民币市场推向更高、更深层次，」香港副财政司司长黄伟纶周三在一场与金融街论坛相关的香港活动上表示。
“Hong Kong is actively promoting a number of measures to advance the city’s offshore yuan market to higher and deeper levels,” said Michael Wong Wai-lun, the city’s deputy financial secretary, during a Hong Kong event related to the Financial Street Forum on Wednesday.
在基础设施方面，黄伟纶表示，政府将鼓励更多在港外资银行加入中央结算系统（CMU），进一步提升本市跨境结算的效率、安全性和韧性。
On the infrastructure side, Wong said the government would encourage more foreign banks in Hong Kong to join the Central Moneymarkets Unit (CMU), further enhancing the efficiency, security and resilience of the city’s cross-border settlements.
中央结算系统由香港事实上的中央银行——香港金融管理局——于1990年设立，是本市的中央证券存管处及多种货币债券和货币市场工具的结算所。
The CMU – set up by the city’s de facto central bank, the Hong Kong Monetary Authority, in 1990 – is the city’s central securities depository and clearing house for multicurrency bonds and money market instruments.
中国财政部自2010年起开始通过中央结算系统招标平台向机构投资者发行人民币计价主权债券，今年计划发行840亿元人民币（约126亿美元）债券。
China’s Ministry of Finance started to issue yuan-denominated sovereign bonds to institutional investors via the CMU tendering platform in 2010, with plans to issue 84 billion yuan (US$12.6 billion) worth of bonds this year.
目前约有200家金融机构是中央结算系统的成员。但许多总部设在区外的放款机构尚未参与「债券通」，后者是中国内地与香港债券市场之间的跨境联系。
Around 200 financial institutions are currently members of the CMU. But many lenders based outside the region have not yet engaged in the Bond Connect, which is a cross-border link between mainland China’s and Hong Kong’s bond markets.
除了提升人民币债券参与度，黄伟纶表示，香港正致力于增强离岸人民币流动性、丰富离岸人民币产品品种，并积极探索从中东到中亚的新市场。
Besides boosting yuan bond participation, Wong said Hong Kong was working to enhance offshore yuan liquidity, widen the variety of offshore yuan products, and proactively explore new markets from the Middle East to Central Asia.
「我们相信香港有能力为推动人民币国际化作出重大贡献，」黄伟纶说。
“We believe that Hong Kong has the capability to make significant contributions to promoting the internationalisation [of the yuan],” Wong said.
香港仍是全球最大的离岸人民币流动性资金池，银行存款超过1万亿元人民币。该市离岸人民币债券发行规模去年也已达到1.1万亿元人民币。
Hong Kong remained the world’s largest offshore yuan liquidity pool with more than 1 trillion yuan in bank deposits. The issuance scale of offshore yuan bonds in the city has also reached 1.1 trillion yuan last year.
在同一活动上，北京和伦敦的官员承诺将继续深化金融沟通，以支持人民币国际化和市场开放。
At the same event, officials from Beijing and London pledged to continue to deepen financial communications to support yuan internationalisation and market opening-up.
北京市人大常委会副主任尤军通过视频连线表示：“随着全球经贸格局正在经历深度重塑，国际货币体系多元化明显加速，导致经济主体积极使用人民币的需求增加。”
“As the global economic and trade landscape is undergoing a profound restructuring, the diversification of the international monetary system has noticeably accelerated, leading to an increased demand among economic entities to actively use yuan,” said You Jun, vice-chairman of the Standing Committee of Beijing Municipal People’s Congress, via video link.
英国驻华大使彼得·威尔逊表示：“我们应当把人民币的国际使用不视为目的本身，而视为支持贸易、支持投资、支持实体经济的工具。”
“We should think about the international use of the [yuan] not as an end in itself, but as a tool to support trade, to support investment and to support the real economy,” said Peter Wilson, the British Ambassador to China.
与此同时，据国有的中国银行行长张辉透露，该行计划继续保持香港的核心引领作用，并携手伦敦、新加坡等其他关键市场，吸引全球机构投资人民币资产。
Meanwhile, the state-run Bank of China plans to keep Hong Kong in a core leading role and work together with other key markets including London and Singapore to attract global institutions to invest in yuan assets, according to Zhang Hui, the bank’s president.
