What was he doing on the shores of the Persian Gulf while his government wrestled with the political crisis sparked by the violence during the October 17 demonstrations? On Wednesday, October 21, the third and final day of Emmanuel Macron's whirlwind tour of Arab Gulf monarchies (Kuwait, Bahrain, United Arab Emirates, Qatar and Saudi Arabia), criticism mounted in Paris against an "absent president of the Republic," as his predecessor François Hollande put it. Former prime minister Edouard Philippe judged that the trip "was not understood," and said the country "needs to be led."

"A few of us tried to dissuade him from leaving, but he was determined," lamented François Heisbourg, Europe adviser at the International Institute for Strategic Studies in London, who described the trip as "out of touch with reality, showing that the president has not grasped what is happening in the country." In response to these "comments," Macron, after two days of silence, invoked his "responsibility" in Doha on Wednesday. The French president had considered postponing the trip, but ultimately decided to go ahead so as not to show "nervousness": "The hand must not tremble at the top of the state."

He believed he had fulfilled his role by expressing his "anger" and "shame" in his televised address on Sunday night, and said he had given the government a "sufficient roadmap," all while maintaining daily contact with Prime Minister Sébastien Lecornu and Interior Minister Laurent Nuñez "twice a day." Upon his return on Thursday morning, he was to meet with them and the intelligence services at a security council meeting to review the past weekend and prepare for the next, as new demonstrations were called.
