TOKYO -- Japan's government on Friday released draft guidelines calling on social media platforms to take measures against the spread of false and misleading information during elections, including steps such as temporarily suspending systems that allow users to earn revenue from the number of times their posts are viewed.

Specific measures will be left to the social media companies, however, with the Ministry of Internal Affairs and Communications saying there will not be any administrative penalties or other sanctions for failing to comply, in order to give "maximum consideration to freedom of expression." The guidelines will apply to 13 companies and individuals, including U.S. tech giant Google, X, formerly known as Twitter, and LY Corp., operator of the Line messaging app. They will be required to give updates on their efforts once a year.

The draft sets out examples of recommended measures, including suspending monetization systems that generate revenue based on the number of post views and displaying warning labels on content created using artificial intelligence.

They also address "smartphone farms," where large numbers of devices operate from one location to spread misinformation. Recommended steps include introducing functions to detect automated posting by bots and suspending accounts involved in disseminating information through "improper means." The draft also calls on platforms to give priority in search results and other displays to official websites and other sources whose origins are clear. It also recommends reviewing display functions to ensure that it is clear whether a post is from the original poster.

The guidelines are based on the revised Information Distribution Platform Act, which takes effect in March 2027. They are intended to kick in from local elections in April.

The ministry will accept public comment on the draft for one month starting Saturday. Hisayuki Fujii, communications minister, said at a news conference that he expects the guidelines to "help mitigate negative effects on the fairness of elections."
