TOKYO/PALO ALTO, California -- Meta Platforms is making a comeback in artificial intelligence development, kicking off an international push with the Japanese rollout of its Muse personal AI agent, which the Facebook owner says will stay ad-free.

Meta launched Muse in Japan on Friday. The service was first released for North America on Sept. 8, and the smartphone app version has been downloaded 10 million times in the six weeks since -- a pace that surpasses rivals including OpenAI's ChatGPT.

Muse "can start taking actions that enable the user to save time and save money, which make the product much more useful than any of the AI products before," said Alexandr Wang, Meta's chief AI officer, in an interview with Nikkei. Meta's proprietary infrastructure model, security and data centers that support big computing loads make Muse "very hard to replicate," he said.

In its race against fellow Big Tech giants like Google to build and expand data centers, Meta expects capital spending in 2026 to reach roughly $140 billion, up 94% on the year. The company's stock price has been sliding on concerns about how this investment will be recouped.

"Muse is free for users, and we really want to scale that up to billions of users, but ... for power users or people who want the most advanced models, we do have subscription plans in place," Wang said of the company's monetization plans. Meta offers paid enterprise services and also takes commissions from sellers on purchases made using agents, he said.

More than 95% of Meta's revenue comes from ads. Its approach of showing users personalized ads has drawn support from advertisers, but has also brought criticism related to privacy. "There are no ads inside Muse, and we don't have any plans to do so," Wang said.

For the foundation models behind Muse, Meta plans to develop and offer both a closed model, with all specifications and training data kept private, and an open model that is easy to duplicate and modify.

The company's initial strategy was to chase pioneers like OpenAI by offering an open model. Since Wang became the head of Meta's AI development in 2025, however, the system was revamped to prioritize closed development. The Oct. 12 release of Muse Wonder has brought Meta closer to AI leaders.

Meanwhile, enterprise customers are increasingly relying on inexpensive open options to keep costs down. Open-weight products accounted for roughly 60% of usage at the end of September, according to OpenRouter, a U.S. platform that lets users switch between different AI models.

Kimi, developed by China's Moonshot AI, is well regarded in the open-weight category. Chinese-made models accounted for less than 10% of the open-weight category at the start of 2025 but have recently increased to around 70%, according to OpenRouter.

"We want there to be strong American open-weight alternatives to Chinese models," Wang said of the situation.

Meta is now focusing on open architecture again, including by releasing an open version of Spark, the predecessor to Wonder. Wang gave no specific release dates but said that "we definitely intend to continue open-weighting models in the future on some cadence." Competition in foundation models is intensifying. Such practices as distillation, in which one company uses another's model in its own development, are becoming an issue.

"Some of what we built will likely find its way into the rest of the ecosystem and into other models, including Chinese models," Wang said. "And we actually are excited about that." Meta sees this as an upside, "because our goal is to provide strong American alternatives ... and have those bolster and strengthen the entire ecosystem," Wang said. Muse "was trained to reflect American values, and if some of those principles are able to influence other models, that's actually a really good outcome," he said.

While multiple companies are calling for a slowdown in AI development over safety concerns, some oppose it, including U.S. President Donald Trump and Jensen Huang, CEO of U.S.-based AI chip giant Nvidia. Some worry that such disagreements could delay safety measures.

"I think if we actually talk to every single person and we ask them to express their thoughts in greater detail, I think people are probably a lot closer than we think," Wang said of this polarization.

"I think it is important for various companies to be able to be reasonable as they develop this technology on a go-forward basis," he said.
