Nairobi Governor Johnson Sakaja has called for tougher penalties against rogue developers after an incomplete 12-storey building collapsed in the capital's Eastleigh district.
Sakaja urged that prosecutorial powers be restored to county governments, after that authority had earlier shifted to the national government. Officials say the building had reportedly exceeded its approved height.
