Malaysia’s biggest opposition party laid out its economic ambitions for the four states it controls, including plans to attract more investment, as it grows more confident about prospects of taking power nationally.

Parti Islam Se-Malaysia, an Islamist party once consigned to ruling rural Malay heartlands, wants to develop industries ranging from rare-earth processing and semiconductors to renewable energy and Islamic finance across the northern and eastern states that make up the so-called SG4 grouping, according to Ahmad Samsuri Mokhtar, the party’s vice president.

PAS, as the party is known, is seeking to broaden its appeal beyond its conservative Muslim base and establish its economic credentials as it sets its sights on national governance. It has steadily expanded its electoral footprint from 18 parliamentary seats in 2018 to 43 in 2022, the largest of any single party, and controls four of the country’s 13 states.

While an outright majority would be difficult in Malaysia’s fragmented political landscape, PAS, which leads the opposition Perikatan Nasional alliance, could emerge as the dominant partner in a future coalition government.

The states signed memorandums of understanding with investors, including China Energy International Group, at the event.

A centerpiece of the plan is Malaysia’s increasingly sought-after mineral resources. The four states — Terengganu, Kedah, Kelantan and Perlis — account for about 70% of the country’s rare-earth resources, giving them the potential to attract investment in industries beyond mining, Samsuri said.

“The objective should not be limited to extracting and exporting raw materials,” said Samsuri, who is also chief minister of oil-rich Terengganu. Where deposits are commercially viable, the states should pursue processing, advanced materials, technology transfers and downstream manufacturing, while ensuring local companies participate, he said.

PAS’s economic pitch also includes plans to explore an Islamic financial hub connecting Shariah-compliant capital with investments across the four states, as well as a green-energy industrial hub that could eventually support industries such as green hydrogen and green ammonia.

Its proposals include a highway linking Kedah state’s Kulim Hi-Tech Park, a major semiconductor manufacturing hub, with a port on Kelantan’s east coast, and a cargo airport in Kedah aimed at boosting exports of chips and electronics. PAS also wants to expand ports in Terengganu and Kelantan as part of a broader effort to improve trade links and attract more manufacturing and logistics investment to the four states.

Foreign governments and companies are beginning to consider what Malaysia’s political landscape could look like after the next election. Samsuri said European diplomats had recently questioned him about how a change in government might affect Malaysia’s relationship with the European Union.

“Of course we want to work together, and we want to have a mutual benefit for both parties, not just the EU companies, but for Malaysia as well,” said Samsuri, an aerospace engineer who holds a doctorate from the University of Leeds in the UK.

Asked whether he could be PAS’s candidate for prime minister, Samsuri, who is also also chairman of the opposition bloc, demurred. “We’ll come to that when the time comes,” he said.

The party needs to show it can transform the strength of the four states into sustainable economic growth, Fazli Halim, chief executive of digital marketing agency Digievo, said at the forum. “The real test is not what these states possess, but how effectively they can turn their potential into investment, quality jobs, higher incomes and better opportunities for their people.”The states that PAS controls are among Malaysia’s least developed, relying heavily on federal funding or oil revenue to drive growth.

PAS and its allies are also proposing changes to the way Malaysia’s federal government distributes development funds to states. Samsuri called for an “interstate fiscal and development equalization formula” that would make allocations more transparent and less susceptible to political influences.

“We cannot deny that there are also some competing and conflicting authorities between state and federal agencies,” he said. “When we come into power at the federal level, we are going to try the best way how to solve” those conflicts.
