Toronto reelected its progressive mayor, Olivia Chow, for a second term on Monday, opting to stick with her agenda of stronger social services and improved affordability.

The 69-year-old Chow was leading with 54% of the vote as of 10 p.m. Toronto time, according to the Canadian Broadcasting Corp., fending off a strong challenge from centrist city councilor Brad Bradford. His campaign focused on crime and lowering taxes, but homicides, shootings and break-and-enters have trended down under Chow’s leadership.

Chow raised property taxes by nearly 20% altogether during her three-year term, which began in 2023, and she’s pledged to keep future increases near the rate of inflation. Citing both revenue increases and cost-cutting measures, S&P Global raised Toronto’s long-term credit rating to AA+ from AA in 2024, the first time it’s had that rating since 2001.

Other accomplishments included hiring a chief congestion officer, extending library hours and introducing renter-friendly bylaws.

Chow has promised to continue policies such as building more rental housing and transit fare capping, and pledged to provide free school lunches, an initiative that would require buy-in from other levels of government. She also helped pass a motion in March to establish a pilot project to open four city-operated grocery stores, and says the city needs a moratorium on data centers.

A self-described “immigrant kid from St. James Town,” a lower-income neighborhood in the city, Chow was first elected as a Toronto school trustee in 1985 and served as a lawmaker federally and municipally in the ensuing decades. Her second term will include navigating through the fiscal challenges created by the US trade war and lower population growth in a city where newcomers are a key economic driver.

Despite being on opposite ends of the political spectrum, Chow has the respect of Ontario Premier Doug Ford, who told reporters in September she was “doing an incredible job.”But the two have also butted heads, most recently on cycling infrastructure. After a court decision, the province began removing bike lanes in the city’s west end earlier this month, against Chow’s wishes.
