Vernova Inc. is awaiting payment from Venezuela before starting repairs on the country’s dilapidated power grid, Chief Executive Officer Scott Strazik said.
The US company has lined up contractors and completed engineering and planning. But it has yet to book any orders for the work as Venezuela rebuilds its processes for doing business with international companies, Strazik said in an interview Wednesday.
“This isn’t a market environment that we will execute without being paid before we start doing the work, other than the planning, and we’re really waiting for the first capital infusion,” he said.
The grid repairs are critical to realizing the Trump administration’s goal of reviving Venezuela’s oil-based economy amid chronic blackouts that are stoking growing frustration, from factory floors to city streets. And as a political transition gathers steam, the US-backed interim administration of acting President Delcy Rodríguez is under rising pressure to keep lights on.
In September, GE Vernova signed a pact with Venezuela to help recover the country’s thermal and hydroelectric generation, transmission and substations after decades of state neglect and mismanagement. This followed a framework deal the company signed with state-owned utility Corpoelec in June. But it has yet to strike individual contracts for unit-by-unit repairs.
Experts estimate the power sector, which relies heavily on hydroelectric generation, needs at least $25 billion of investment.
The only big repair on the immediate horizon is a 600-megawatt oil-fired unit that a Chinese company is currently testing under a contract dating back to around 2010.
Crucially, the oil sector that’s considered the springboard for Venezuela’s vaunted economic recovery relies on the grid to power most of its operations. Under a new hydrocarbons law, oil producers are supposed to line up their own generation, but progress has been slow because of equipment delays and difficulties accessing fuel supply to run them.
