Chancellor John Healey has asked the Bank of England to look at the UK’s capital requirements regime to make sure it is “internationally competitive,” and insisted his budget’s tax raid on the sector would be temporary.
Speaking in Bloomberg’s London offices shortly after delivering his budget, Healey told business leaders that he had written to Governor Andrew Bailey about the central bank’s review of regulatory standards, amid concerns in the industry that US banks have an advantage in lighter regulation.
Healey doubled the UK’s bank tax surcharge to 6% in his budget on Wednesday to raise roughly £1.5 billion ($2 billion) to help cover cost-of-living relief for cash-strapped households affected by the US-Iran war. Paying for the giveaway is critical because “fiscal discipline is not a choice,” he added.
The bank surcharge will be phased out within 15 months, Healey said, and that “time limitation will be in legislation.”The tax hike was smaller than expected, with UK lenders fearing it would have gone up to 8% and made permanent.
He said Britain’s banks “are important, fundamental for this country, our prosperity and our status and success abroad.”The BOE is conducting a review of capital requirements amid claims that the UK’s regime is stricter than others. Healey also promised to “press full ahead” with the Financial Services and Markets Bill reforms, when the legislation comes into the Commons.
