When the Trump administration announced this summer a collaboration to produce and export crude oil from Venezuela one asset quickly came into focus: an idled oil refinery in the U.S. Virgin Islands.

The St. Croix Refinery’s proximity to Venezuela makes its reopening a particularly attractive prospect. If the administration and Congress take a broader view, restarting the refinery could deliver far greater benefits to the U.S., its taxpayers and Virgin Islands residents. As potentially the territory’s largest employer and taxpayer, the refinery could serve as the economic engine of the territory.
