In his op-ed “New Energy for the U.S. Virgin Islands” (Oct. 30), Robert Gordon highlights an interesting economic opportunity to remedy the territory’s financial woes. His endorsement of a proposal to reactivate an idled refinery to process Venezuelan oil appears to have merit.
Mr. Gordon rightly notes that “restarting the refinery alone wouldn’t resolve the territory’s financial crisis,” but he avoids a discussion of violence in the U.S. Virgin Islands, which has one of the highest per-capita homicide rates in the world. Gang-related crimes affect locals in particular, and property theft and vehicle break-ins affect locals and tourists alike. The high level of crime has been a major concern for decades, especially since tourism constitutes a significant portion of gross domestic product.
