French Assembly Narrowly Approves 0.055 Euro Per Gigabyte Tax on Online Content Providers

France's National Assembly narrowly adopted amendment I-1358 to the finance bill, 11 votes to 10, despite opposition from the government and general rapporteur. Proposed by the Socialists, it creates a 0.055 euro per gigabyte levy on data volumes delivered to French users, aiming for up to 10 billion euros in revenue. Internet providers would report volumes quarterly under Arcep and tax authority oversight, including CDN traffic. Liability is capped at 15% of French turnover or 2% of global turnover. Authors cite budget and ecological goals. The tax is paid by content providers, not users, but firms could raise prices or limit bandwidth. Senate review is still required.
