International Investment plans to deploy about £2.25 billion ($3 billion) in some of Africa’s riskiest markets over the next five years, stepping into economies that are largely beyond the reach of the world’s biggest institutional investors.

The commitment, equivalent to a quarter of BII’s planned £9 billion of investment in Africa, is part of the UK development-finance institution’s 2026-31 strategy. It plans to work with local partners to deepen financial markets and tackle barriers that keep capital from reaching businesses and infrastructure, Chief Executive Officer Leslie Maasdorp said.

A long list of African countries are rated at least four notches or more below investment grade, while others are unrated, putting them outside the investment criteria of institutions including Prudential Plc, BlackRock Inc. and Brookfield Asset Management Ltd., Maasdorp said.

“We are very realistic and recognize that we’re not going to get BlackRock to come and invest in Burundi or in the Democratic Republic of Congo,” he said. “So in Africa, we have got a strong drive to do what we call domestic resource mobilization” and are earmarking 25% of BII’s planned African investment for frontier markets and least-developed countries, the CEO said.

“It’s about a continued commitment to the riskiest markets and there’s a lot of countries that fall in that bucket,” he said. “We in fact have one of the highest exposures in relative terms amongst the DFIs in terms of our investment in low-income countries and frontier markets.”Under its latest strategy, BII will provide £5 billion and mobilize another £4 billion from partners to invest primarily in power projects, ports, railways and digital infrastructure such as telecommunications towers and data centers, on the continent. The total investment target, including nations beyond Africa, is £15 billion.

The DFI will also provide funding to banks to broaden financial inclusion and to the manufacturing industry primarily for e-mobility, said Seema Dhanani, BII’s regional director for East Africa.

“Financial services is a really big part of our current portfolio and I see that continuing going forward,” she said. “Banks give us scale and they also give us reach, but we’re able to really tailor the transactions to hit target sectors of the market. So SMEs, agriculture, women-owned businesses, as well as climate finance.”
