Africa, a UK-funded development agency headquartered in Kenya, plans to unlock £10 billion ($13.3 billion) through the end of the decade to support capital markets, infrastructure and development projects across the continent.

Up to 85% of the funds are targeted in local currency, “reflecting the emphasis on deepening domestic capital markets,” Chief Financial Markets Officer Evans Osano said in an interview.

FSD Africa works with governments, regulators and financial institutions across 30 countries in the region to strengthen markets and mobilize funds supporting growth, climate and the clean-energy transition.

It provided technical support for Nigeria’s 10-year capital-market master plan launched this month, whose objectives include more than doubling annual diaspora investment in the capital markets to $10 billion.

Africa faces significant challenges in attracting capital because of factors including weak macroeconomies and institutions, currency volatility and a shortage of bankable projects.

To help address those constraints, FSD has created a “catalytic transaction team” to work with issuers and market intermediaries to create vehicles and instruments that can be used to mobilize capital at scale, Osano said.

The agency has already unlocked £1.52 billion out of the £10 billion target as of June, Osano said.

FSD Africa is targeting pension funds, sovereign wealth funds, commercial lenders providing credit guarantees, private equity and venture-capital firms to meet its goal, Osano said.

In Nigeria, the agency is supporting two issuers to raise gender bonds — whose proceeds finance projects advancing equality and women’s economic empowerment — as well as two sub-nationals to raise debt, after helping Lagos State issue green bond, Osano said.
