He has covered the Ukraine war and its peace negotiations and reported on US elections from Washington DC 7:21pm GMT Andy Burnham will face difficult negotiations to rejoin the EU because officials were “traumatised” by Brexit the bloc’s top diplomat said on Monday.

Kaja Kallas, the vice-president of the European Commission warned the scars left by the exit negotiations could make possible concessions by Brussels unlikely in any future talks.

“It is up to any agreement, and first of all, what the UK people are wishing to see, but at the same time, I must also say that there’s a lot of traumatised people from Brexit here in the European Union” she said at a joint press conference with Wes Streeting, the Defence Secretary.

“So these negotiations will, you know, be difficult.”The pair had been asked about reports suggesting that EU officials could allow Britain to rejoin the bloc withoutg up to its Euro single currency or Schengen free-travel zone.

Kaja Kallas, EU High Representative and vice-president for Foreign Affairs and Security Policy, sits down with Britain’s Defence Secretary Wes Streeting on Monday VIRGINIA MAYO / AP Many in Brussels have been buoyed by Mr Burnham’s recent comments about his desire to forge closer relations with the bloc, including a potential return to the EU’s freedom of movement scheme for workers.

But Ms Kallas, the former prime minister of Estonia, said the UK and EU should be more cautious, arguing that relations should be gradually enhanced over time.

“What I think is important is we want to have a deeper relationship because you are very close, and we are stronger together but let’s move step by step,” she said.

Mr Streeting visited both Brussels and Berlin in a bid to secure backing for Britain’s inclusion in the bloc’s “Made in Europe” scheme for procurement and trade, including defence.

If the Prime Minister and Defence Secretary fail to secure a deal, it could prevent European governments from buying hardware from British defence firms, at a time when spending is dramatically increasing.

At the same time, Mr Burnham has promised a national debate over Britain’s future relations with Brussels including the option to rejoin.

He will set out various “options” that the Government could pursue at the same time he is due to hold an EU-UK summit with the bloc’s leaders later this month.

Speaking in the Belgian capital, Mr Streeting described the Prime Minister’s efforts as the “early stages of that conversation”, adding that he was “embarking on what I think is a courageous conversation”.

The Defence Secretary argued this process should start with the bloc being “careful of avoiding . . . self-defeating protectionism” with its defence spending policies.

“Member states are really benefiting from the cooperation that they have with . . . the UK defence industry,” Ms Kallas said on the question of the bloc’s arms purchases. “Looking at the bigger picture, it is really important that [the] UK is part of the bigger EU defence alliances that we have.”

Streeting’s meeting in Berlin Mr Streeting later travelled to Berlin to meet his German counterpart Boris Pistorius, who is supportive of including Britain in the bloc’s defence schemes.

The Defence Secretary suggested London could open discussions with Berlin over joining the Tempest project to build a next-generation fighter jet with Italy and Japan.

Germany recently pulled out of its own similar scheme with France because they could not agree on the specifications and manufacturing of their own aircraft.

“We are working with our Italian and Japanese friends to build the next generation combat aircraft. This is a capability that we know that others are interested in, and others are interested in pursuing, you know, as the Prime Minister said on his visit to Berlin, we’d certainly be open to German participation in that programme. But this is a decision that is taken jointly by the United Kingdom with Italy and Japan,” Mr Streeting said.

“We’re keen to understand Germany’s requirements and to see if there is synergy and if there is an alignment of interests. I think that’s the way in which we’ll approach that conversation.”
