Chris Larsen, chair and co-founder of Ripple Labs Inc., in San Francisco, California.

Chris Larsen is backing clean energy, centrist Democrats and AI safety — and picking fights with both parties along the way.

By Timothy Cama Chris Larsen is earning Republican enemies and confounding Democrats as he pours tens of millions of dollars into critical races and ballot initiatives across the country.

The billionaire’s political donations tripled this election cycle as he expanded this focus from fighting crypto-industry hawks into boosting climate advocates and fighting public-sector unions.

Larsen has given more than $60 million to political candidates and causes since the beginning of last year, a POLITICO analysis of campaign finance records shows. That’s more than three times the amount he spent in the 2024 cycle and 24 times the 2022 amount.

Megadonor billionaires like Elon Musk and Richard Uihlein gave Republicans a huge fundraising advantage over Democrats this year. To stay competitive in races to come, Democrats may need to court people with deep pockets who align with their politics, such as Larsen.

Larsen has a history of boosting Democrats and law enforcement, but now he’s become the top contributor to a super political action committee that punishes lawmakers for getting on the solar industry’s wrong side. He has also directed big sums to California moderates who could rein in government worker unions and to combat the state’s proposed billionaire tax.

Larsen still isn’t a reliable ally to Democratic Party leaders, owing to his work against lawmakers who want to crack down on cryptocurrency, his advocacy against the billionaire tax and the public-sector union opposition. Instead, he’s looking to shape the party in his moderate image.

“The thing he is winning is relevance, bar none. And there's no question that he has bought himself relevance in California politics,” said Chris Lehman, a California Democratic strategist.

A San Francisco native and son of a union worker who struggled with bank loans, Larsen now chairs crypto company Ripple Labs Inc., a growing fintech company that gave millions of dollars to President Donald Trump’s inaugural fund.

New enemies, few friends While Ripple has cozied up to Trump, Larsen’s separate political activities earned him new foes among MAGA conservatives.

Rep. Lauren Boebert (R-Colo.), a general election target of the Invest in Tomorrow Coalition, a super PAC for which Larsen has been the main funder, dedicated a segment last week when she guest hosted “The Matt Gaetz Show” to the PAC, saying conservatives are being targeted “because the House Freedom Caucus killed the Green New Scam.”She singled out Larsen as “a San Francisco crypto billionaire” who spent $12 million backing Kamala Harris’ presidential campaign.

Rep. Victoria Spartz (R-Ind.), another target of the PAC, put out a video last week declaring “a San Francisco billionaire is pouring in millions to buy this seat” for J.D. Ford, her Democratic opponent, though it doesn’t name Larsen.

Rep. Andy Ogles (R-Tenn.) called him “some libtard in California that's a billionaire,” out to protect his personal interests, shortly before he lost reelection in a race that the PAC spent significant money on.

Larsen’s spending to promote clean energy is getting broad support among Democrats, even if the left doesn’t agree with every decision he makes.

“I’m really happy that he’s funding that group,” RL Miller, president of Climate Hawks Vote and a former Democratic National Committee member, said of Larsen’s contributions to the Invest in Tomorrow Coalition.

Miller is also sharply critical of Larsen for his contributions to moderate California Democratic legislative candidates in their primaries, which knocked out some progressive hopefuls. “I don’t know what his problem is,” she said.

Larsen, via his main climate adviser Michael Brune, declined an interview request from POLITICO. Brune did not respond to a request to speak, and Alex Tourk, a political adviser to Larsen, also declined to speak. But he’s given a number of interviews in recent months that shed some light on his political strategy.

Climate and clean energy are what “I spend most of my time on,” he said in a September interview on “On with Kara Swisher.”“The climate folks, we failed. We need a reset,” he said. “We’ve been advocating for too many things that are expensive — the green premium. And that’s not working for working people, and that’s why you got the backlash.”Larsen specifically supports solar, atmospheric carbon dioxide removal and developing sustainable fuels for combustion engines.

In March, Larsen publicly launched Clean Break Fund, a philanthropic, investment and political project to further his climate and clean energy goals, led by Brune. Brune was previously executive director of the Sierra Club, the nation’s largest environmental group by membership, from 2010 to 2021. Brune said he had been working for Larsen behind the scenes since 2022.

“It's a reflection of the moment that we're in, where anything's possible. Clearly the climate threat is increasing and there are more pressures on our democracy than ever before,” Brune said in March.

“But it's also true that clean energy is cheaper than ever before, cheaper than fossil fuels almost everywhere,” he said. “And political winds are shifting. There are a lot of conservatives who care about climate change and don't find a voice in Republican Party leadership.”Brune helped launch the Invest in Tomorrow Coalition with a group of clean energy executives and investors, and Larsen has provided $6 million of its $12.9 million.

“The clean energy industry's political muscle is only getting stronger and more intimidating,” he said in August after Ogles’ defeat. “So our hope here is that clean energy will go back to being a bipartisan issue, and maybe one of the few issues that all Americans can agree on. But before we get there, we've got to continue our retribution tour and take out a few more members who have voted the wrong way.”Larsen said at a Latitude Media event in May that the PAC is participating in “political warfare.”

He said it’s taking lessons from Fairshake, a super PAC he helped launch to attack foes of the crypto industry. Like the Invest in Tomorrow Coalition, Fairshake’s advertising focused on hot-button issues that voters would care about, not the issues of the industry behind the attacks.

“The worst that you want in a political fight is for your opponents to think you’re weak,” he said.

The Invest in Tomorrow Coalition has also spent in races that knocked out GOP Reps. Chip Roy of Texas and Ralph Norman of North Carolina. All three of those targets were among the leaders in the successful push last year to quickly end wind and solar tax incentives in the One Big Beautiful Bill Act.

It spent against Rhode Island Gov. Dan McKee (D) in his unsuccessful reelection bid, supported Rep. Mariannette Miller-Meeks (R-Iowa) in her primary and opposed Republicans in 15 House races.

California Dreams Larsen has become a major player in California politics. He’s given millions to efforts to fight the Golden State’s billionaire tax proposal, he’s the main funder of a super PAC supporting moderate Democrats for the state Legislature, and he’s all in on outgoing Gov. Gavin Newsom’s (D) potential presidential bid.

Larsen’s other major priorities this election cycle are to get moderate Democrats into office in the California Legislature and to rein in artificial intelligence’s safety threats.

“We’re looking for problem solvers. I don’t even like to use the word ‘moderate.’ It just sounds like they’re not doing much,” Larsen told KQED about Grow California, which is backing centrists, with a particular eye toward weakening public-sector unions.

“There’s just been too much dominance by a small group of folks, and they’ve not been focused on the key problems we have to solve,” he said of government workers’ unions. He’s given Grow California $15 million of its $20 million.

He gave more than $4.5 million this year to super PACs supporting a trio of Democratic House candidates over their AI safety views: Alex Bores of New York, Manny Rutinel of Colorado and Scott Wiener of California.

Despite his tech ties, Larsen’s AI safety push has led him to back a major progressive position — a moratorium on data centers, but not because of environmental or community concerns.

“Where I believe where we are now is: shut down all the data centers until we get goddamn regulations. This is insane what's going on,” he told KQED, referring to recent high-profile hacking incidents by AI agents. He later clarified that he only wants to stop new construction.

“It’s not about China or the U.S. winning. It’s about humans winning over this alien technology,” Larsen said.
