Women hold just 30.5% of managerial positions worldwide despite growing representation in top corporate leadership, the International Labor Organization (ILO) said Tuesday, warning that declining workplace equality initiatives could undermine recent progress.
In its latest report, the agency said the proportion of companies with female board chairs increased from 13.1% in 2013 to 30.9% in 2025, while those led by female CEOs rose from 23.4% to 28.2%.
However, women’s representation declined in junior and middle management over the same period, potentially weakening the pipeline for future leadership.
Nearly 70% of surveyed enterprises reported improved business outcomes from gender equality and diversity measures in 2025.
Among companies reporting profit increases linked to initiatives supporting women in management, 87.4% recorded gains of at least 5%.
Despite these benefits, the proportion of enterprises implementing gender equality initiatives fell from 37.4% in 2018 to 26.5% in 2025.
“Gender equality is a fundamental right, and the evidence is clear that it is also a powerful driver of sustainable enterprises and economic growth,” ILO Director-General Gilbert Houngbo said.
“The priority now is to turn policies and commitments into concrete, measurable progress,” he added.
