TOKYO -- Japan's Ground Self-Defense Force plans to integrate control systems for missiles and artillery at the division level, a move intended to enable commanders to quickly identify enemy positions and direct counterattacks, Nikkei has learned.

The Defense Ministry has requested more than 17.9 billion yen ($113 million) for the upgrades in the upcoming fiscal year.

Tech group Fujitsu will lead the effort to unify systems that are now separated by function, such as air defense, anti-ship missiles and artillery. Deployment is expected to begin as early as fiscal 2030.

Japanese defense planners anticipate that an offensive against the country's remote islands would involve simultaneous attacks with aircraft, missiles and ground forces.

The Self-Defense Forces would need to rapidly process and respond to information on multiple enemy targets obtained from forward reconnaissance units, radar and other sources.

The GSDF operates separate systems for command and control, air defense and fire control produced by Fujitsu, Mitsubishi Electric and Toshiba.

Because the systems are not connected, GSDF officers say commanders must check multiple screens when making decisions.

The new system will consolidate information on enemy activities across the land, sea and air domains and display it on a single map-based interface. It will provide a real-time overview of warships, landing forces and incoming enemy missiles that pose a threat to remote islands.

(Pool photo) The system will also show locations of GSDF units, enabling commanders to determine more easily which units can best respond to approaching enemy forces. It will also help simplify decisions such as selecting the most appropriate type of missile to intercept an incoming threat.

The change is expected to prevent waste of ammunition and missile stocks. This is particularly important on remote islands, where supplies and replenishment capabilities are constrained.

The system initially will not incorporate artificial intelligence into decision-making processes. Launch and other decisions will remain in the hands of commanders on the ground.

The Defense Ministry is working to incorporate AI into the defense command-and-control structure more broadly. Organizations such as the Joint Operations Command would use AI-assisted analysis to form defense strategies and relay guidance to individual units.

The SDF's strategy for defending remote islands is based on stopping enemy forces as far from Japanese territory as possible. Japanese forces plan to use long-range stand-off missiles capable of striking from outside the enemy's engagement zone. The GSDF is set to deploy the Type 25 surface-to-ship missile, with a range of around 1,000 kilometers, at a base in southern Kumamoto prefecture.

Japan's defense efforts are focused on its far-flung southwestern islands. Officials are concerned that a Chinese invasion of Taiwan could spill over into the area.

China has increasingly deployed missile destroyers, aircraft carriers and other naval assets in the Pacific Ocean and frequently operates in the region as its vessels transit from the East China Sea.
