A Canadian body that provides financing for Indigenous groups issued its largest-ever bond, and expects to ramp up activity quickly to pay for a flurry of planned resource and infrastructure projects.

The First Nations Finance Authority added C$840 million ($600 million) to a 2032 bond on Monday, increasing its size to C$1.19 billion.

That’s underscoring the nonprofit corporation’s ability to lend, and FNFA Chief Executive Officer Ernie Daniels expects the money to help fund mines, ports and pipelines central to the agenda of Prime Minister Mark Carney, with Indigenous groups as key stakeholders.

The proceeds from the latest bond sale will go to pay for projects including a majority-Indigenous-owned liquefied natural gas plant under construction on Canada’s west coast called Cedar LNG, Daniels said.

The FNFA was established by a 2005 law. Currently, it can only lend directly to First Nation governments. But Carney’s office confirmed last week that the government plans to amend that law to allow the FNFA to lend to Indigenous-owned special purpose vehicles “where there’s government guarantees and contracts and so forth,” Daniels said in a phone interview. “That’s going to make it more available to larger types of projects that First Nations are going to get involved in,” he said.

Legislative change could have allowed the FNFA to lend in other types of deals such as last year’s sale by Enbridge Inc. of a natural gas pipeline stake to dozens of Indigenous groups, FNFA Chair Derek Epp said in the group’s latest annual report.
