The primary election body of the South Asian nation will mandate its officials to personally collect documents from voters that are unmapped or have discrepancy in documentation, while those left out in earlier revision can seek inclusion under the process of continuous modification, the agency said in a statement following a meeting Saturday. It also created a panel led by a senior deputy election commissioner to review its voter registration software to verify if it follows country’s laws.

The election body has faced persistent criticism over the exercise due to technical and implementation-related issues.

Since June 2025, more than 130 million names have been left off the draft electoral rolls across more than two dozen states and Union Territories.

The Indian Express reported this week that two election commissioners raised concerns about the SIR at least 14 times over a 10-month period. Sukhbir Singh Sandhu and Vivek Joshi, formally objected to decisions concerning voter registrations, deletions, restorations and control of the electoral database, according to the report.

The SIR is essentially a re-verification of electoral rolls to remove dead, duplicate and ineligible voters. Under the process, voters have to prove their eligibility based on their names in the previous intensive revision that was conducted between 2002 and 2004. While existing voters have to prove they are eligible to vote, new and younger voters have to prove that their parents or grandparents were listed in the previous SIR.
