The two Koreas urgently need to restore military communication to prevent a landmine dispute in the demilitarised zone (DMZ) from escalating into an armed clash, according to observers.

The danger is growing as North Korea presses ahead with leader Kim Jong-un’s order to fortify its side of the 4km (2.5 mile) wide buffer zone separating it from the South. South Korea views the works, including the laying of mines near the sparsely marked Military Demarcation Line (MDL) running through the centre of the DMZ, as a violation of the 1953 Korean war armistice agreement.

Last Monday, two South Korean soldiers clearing routes south of the MDL to monitor North Korean activities were wounded when two anti personnel mines exploded. “With the risk of an accidental clash growing, Seoul should strongly urge Pyongyang to reactivate emergency military communication channels to prevent further escalation,” said Lim Eul-chul, a professor at Kyungnam University’s Institute for Far Eastern Studies.

A team from South Korea and the US-led United Nations Command (UNC) concluded its investigations on Tuesday. It found three North Korean mines south of the MDL, including the two that injured the soldiers last week.

“Based on the findings of the investigation, UNC determined that an armistice agreement violation occurred,” it said in a statement.

North Korea flatly denied responsibility, accusing Seoul of fabricating the findings and warning of “immediate and merciless” retaliation if its troops came under fire.

Pyongyang is building what it describes as an impregnable “permanent” southern border, including erecting barriers, laying mines and blocking roads along the DMZ.

North Korean troops involved in the project have repeatedly crossed the MDL, said Oh Gyeong-seob, a senior research fellow at the Korea Institute for National Unification.

Last week’s explosions recalled a similar incident in August 2015, when two South Korean soldiers on a routine patrol inside the DMZ were severely wounded by landmines.

In response, Seoul resumed anti-Pyongyang propaganda broadcasts through loudspeakers along the border for the first time in years. High-level talks eventually led to North Korea expressing regret over the incident, defusing the crisis.

This time, however, the chances of Pyongyang accepting responsibility were slim, Oh said, noting that in 2015 South Korea had presented compelling evidence – including footage showing North Korean soldiers laying mines south of the MDL.

“North Korea’s statement is intended to deter the South from taking military countermeasures as it continues with the border fortification work,” he said. “To prevent further escalation and an exchange of fire, the two sides should reopen communication channels for talks.”Inter-Korean military communication channels were effectively severed in 2023, when North Korea began ignoring routine daily hotline calls. Pyongyang has since defined inter-Korean relations as those between two hostile states, rather than between two halves of a divided nation awaiting reunification.

Yang Moo-jin, a professor at the University of North Korean Studies, said Kim’s swift statement, issued before the South Korean and UNC investigation had reached its final conclusion, appeared intended to “contain the fallout” from the incident. It was also intended to pre-empt any resumption of psychological warfare operations by South Korea, including loudspeaker broadcasts along the border, Yang said.

South Korea’s opposition People Power Party has urged President Lee Jae Myung’s government to resume the broadcasts, even as Lee pursues dialogue and exchanges with the North despite Pyongyang’s refusal to engage. North Korea appeared to view what it called a “staged incident” as Seoul’s attempt to “build a justification for military action against the North”, Yang said. Pyongyang has cited South Korean warning broadcasts and shots since August as evidence of harassment of North Korean troops and alleged incursions across the border.

“By defining the incident as a deliberately planned ‘staged operation’, North Korea is rejecting a 2015-style approach to resolving the issue,” Yang said. “This suggests a rejection of subsequent procedures such as fact-finding, determining responsibility and demanding an apology.”Heightened tensions along the DMZ and other border areas could also be intended to put pressure on Washington ahead of possible North Korea-US talks, he said.
