韩国总统在非军事区爆炸事件后敦促与平壤进行对话South Korea president urges Pyongyang dialogue after DMZ blasts

首尔:韩国总统李在明周四(10月1日)敦促朝鲜重返对话。此前一天,首尔军方就非军事区内一次导致三名韩国士兵重伤的爆炸事件要求朝方道歉。

SEOUL: South Korean President Lee Jae Myung urged North Korea on Thursday (Oct 1) to return to dialogue, a day after Seoul's military demanded an apology over a blast in the demilitarised zone that severely injured three South Korean soldiers.

由于1950年至1953年的朝鲜战争以停战协定而非和平条约告终,首尔和平壤在法律上仍处于交战状态。

Seoul and Pyongyang remain technically at war since the 1950 to 1953 Korean War ended in a truce, not a peace treaty.

三名韩国军官9月21日在非军事区(DMZ)内的一次爆炸中身受重伤。非军事区是两侧布满地雷的缓冲地带,自1953年停战以来一直分隔朝韩两国。其中一人失去了一只脚。

Three South Korean officers were severely injured in the Sep 21 explosion inside the Demilitarised Zone (DMZ), the heavily mined buffer dividing the two Koreas since their 1953 armistice. One lost his foot.

朝鲜领导人金正恩权势强大的妹妹周三否认朝鲜与这些地雷爆炸有关。

The powerful sister of North Korean leader Kim Jong Un denied on Wednesday that North Korea was behind the landmine blasts.

“朝韩关系中的症结极其复杂,但我们将稳步、耐心地努力,一个接一个地加以解开。”李周四在韩国国军日纪念活动上讲话时说。

"The knots in inter-Korean relations are extremely complex, but we will steadily, patiently strive to untie them, one by one," Lee said on Thursday in his speech marking South Korea's Armed Forces Day.

“在长期中断之后,我希望朝鲜现在与我们一道,走上恢复信任、重启对话的道路。”他补充说。

"I hope that the North joins us now on the path of restoring trust and resuming dialogue, following a long interruption," he added.

前一天,首尔军方要求朝鲜道歉,称该事件“明显违反《停战协定》,并破坏现有朝韩协议的精神”。

A day earlier, Seoul's military had demanded an apology from North Korea, claiming the incident was "a clear violation of the Armistice Agreement and undermines the spirit of existing inter-Korean agreements".

美国主导的联合国军司令部(UNC)周三也表示,与首尔军方的联合调查“确认军事分界线的大韩民国一侧有一枚处于启用状态的朝鲜民主主义人民共和国(朝鲜)反步兵地雷”。

The US-led United Nations Command (UNC) also said on Wednesday that a joint investigation with Seoul's military had "identified an active Democratic People's Republic of Korea (North Korea's) anti-personnel mine on the ROK side of the Military Demarcation Line".

“根据调查结果,联合国军司令部认定发生了违反《停战协定》的行为。”其补充说,重申了首尔一天前的说法。

"Based on the findings of the investigation, UNC determined that an Armistice Agreement violation occurred," it added, reiterating what Seoul said a day earlier.

但金正恩的妹妹称韩方的说法“既卑鄙又肮脏”,并指责首尔在把地雷事件归咎于朝鲜政权后,试图伪造证据。

But Kim's sister said South Korea's assertion was "too low and dirty", and accused Seoul of trying to fabricate evidence after blaming the regime for the mines incident.

“我们绝不会对导致边境地区深感担忧的敌对行为袖手旁观。”她补充说。

"We will never remain a passive onlooker to the hostile acts causing great concern in the border area," she added.

Lee said last month that Washington should seek a freeze, rather than the immediate elimination, of North Korea's nuclear programme and offer sanctions relief in return.

US President Donald Trump's recent overtures to Pyongyang have raised concerns that Seoul - Washington's ally - could be sidelined in potential nuclear talks involving the North, which is now backed by Russia on top of China.

Resuming blaring K-pop music across the border - which the isolated North has long bristled at - has been floated by experts as a possible response.

But others say Seoul has few realistic options for retaliation without further burdening border residents already exposed to disruption and danger.

During previous bouts of inter-Korean tension, Pyongyang sent trash-carrying balloons across the border and blasted bizarre, unsettling noises over the boundary.

首尔北韩大学院大学前校长杨武仁告诉法新社,李在明演讲的意图可能是为了建立对话并讨论这些问题。

The intention of Lee's speech could be aimed at establishing dialogue and discussing the issues, Yang Moo-jin, former president of the University of North Korean Studies in Seoul, told AFP.

杨武仁说:“要进行对话,就需要有沟通渠道,一旦通过该渠道进行了沟通,就可以提出这些问题并采取措施防止再次发生。”

"To have dialogue, there needs to be a channel of communication, and once communication takes place through that channel, these issues can be raised and measures taken to prevent a recurrence," said Yang.
