By Erin Hudson The US Treasury Department has released the initial operating manual for President Donald Trump’s controversial school choice program, which seeks to funnel billions in federal tax dollars to parents for education expenses like private school tuition.

The program, dubbed the Education Freedom Tax Credit, allows individual taxpayers to direct up to $1,700 of their annual federal tax bill to nonprofits that grant scholarships to students to pay for qualified educational expenses.

The Treasury’s guidance, released Thursday, outlines the requirements states, nonprofits and taxpayers must follow in order to use the program. The Treasury and Internal Revenue Service estimate the program could generate almost $26 billion in annual contributions by 2030 and fund more than 2 million scholarships. The program begins operating in January.

“The Education Freedom Tax Credit marks a new chapter in educational freedom and opportunity by establishing America’s first nationwide school choice program,” said Treasury Secretary Scott Bessent in a statement. “Thirty states have already opted in, and we encourage all 50 states to participate so every American student and family can benefit.”Each state’s governor must choose whether to participate in the program, and support has largely followed party lines since the Trump administration pushed through the new federal tax credit law last year.

Representatives for Hochul didn’t immediately respond to requests for comment.
