ANKARA, Oct 8 - Intensifying attacks by Russia and Ukraine ahead of the winter are further endangering navigational safety in the Black Sea, Turkish Foreign Minister Hakan Fidan said on Thursday, adding that world powers must not allow the region to be turned into a new front in the war.
自2022年俄罗斯全面入侵乌克兰以来,作为北约成员的土耳其一直与俄、乌双方保持着良好关系。土耳其多次呼吁双方停止在黑海地区的攻击行动,因为这些攻击也波及到悬挂土耳其国旗或由土耳其企业拥有的商船。安卡拉方面称,目前正等待俄、乌双方对其提出的旨在制止攻击、保障该地区粮食安全运输的提案作出回应。
NATO member Turkey, which has maintained good ties with both Moscow and Kyiv since Russia's full-scale invasion of Ukraine in 2022, has repeatedly called on both sides to halt attacks in the Black Sea that have also struck Turkish-flagged and Turkish-owned commercial vessels. Ankara says it is awaiting responses to a proposal it conveyed to Russia and Ukraine aimed at stopping the attacks and ensuring the safe shipment of grain from the region.

Speaking at a joint press conference with his Hungarian counterpart Anita Orban in Ankara, Fidan said the attacks, which he described as a serious threat to the regional security, were getting worse even as Turkey had already proposed solutions.
“当前,双方都在为在冬季来临前取得军事优势而发起大规模攻击,这严重影响了黑海地区的航行安全,”菲丹说道。
"At the moment, both sides are engaged in tremendous attacks to establish some sort of military superiority over each other before we go into winter, and this seriously impacts navigational safety in the Black Sea," Fidan said.
“作为地区国家及国际社会,我们绝不能允许黑海沦为新的冲突前线。然而遗憾的是,正如大家所见,随着战事蔓延,其影响也已波及黑海地区,”他补充道。
"As regional countries (and) the international community, we must never allow the Black Sea to be turned into a new front for conflict. However, unfortunately as you can see, as the war expands, it is also showing its effects in the Black Sea," he said.
2022年7月,在土耳其与联合国的斡旋下,各方达成了所谓的“黑海粮食倡议”,旨在确保战争期间乌克兰粮食能够安全出口。但次年俄罗斯以本国粮食与化肥出口遭遇重重阻碍为由,退出了该协议。
Turkey and the United Nations helped to mediate the so-called Black Sea Grain Initiative in July 2022 to allow for the safe export of Ukrainian grain amid the war, but Russia withdrew from the agreement the following year, complaining that its own food and fertiliser exports faced serious obstacles.

Ukraine has stepped up attacks on ships and infrastructure facilitating Russian oil and grain exports since July, when Russia intensified its missile and drone strikes on the main Ukrainian grain export hubs of Odesa, Chornomorsk and Pivdennyi.

In a late September meeting, Turkish President Tayyip Erdogan told Ukrainian counterpart Volodymyr Zelenskiy that attacks by Russia and Ukraine on commercial vessels in the Black Sea were inexplicable and steps must be taken to stop these.
