Türkiye will not use Treasury resources to cover private losses at investment funds undergoing liquidation, Vice President Cevdet Yilmaz said on Wednesday, outlining repayments using fund assets and recovered proceeds.

Briefing the parliament on the Fund Coordination Board, which he chairs, Yilmaz said 131 funds under liquidation represented 4.6% of all funds and 7.7% of their combined portfolio value. “In other words, the problem has occurred in a limited segment of the fund market,” he said.

Their portfolio value equaled 2.4% of household financial assets as of Oct. 5.

Repayments to prioritize small investors Distributing available resources proportionately to investors’ holdings was the general legal principle governing liquidation, Yilmaz said.

For funds subject to extraordinary liquidation, interim principal repayments of up to 1 million Turkish liras ($20,326) are planned, prioritizing small investors and money market funds.

Existing fund assets will be used first, supplemented by resources recovered from those obtaining excessive or unjust gains and proceeds from sales of assets removed from the system.
