MEKELLE, Ethiopia — Eritrean soldiers entered two towns in northern Ethiopia, a commander allied with Ethiopia’s government said, with military officers conducting surveillance in one of them, as residents reported that Tigrayan opposition forces had withdrawn from Shire.
