芬兰外交部长周一呼吁欧盟成员国在俄罗斯结束对乌克兰的战争之前，停止向俄罗斯公民发放旅游签证。
Finland’s foreign minister on Monday called on EU member states to stop issuing tourist visas to citizens of its larger neighbor Russia until Moscow ends its war in Ukraine.
芬兰外交部在一份声明中表示，埃莉娜·瓦尔托宁敦促欧盟委员会制定更严格的俄罗斯签证申请处理准则，并提议进行立法改革以实施全面的旅游签证禁令。
Elina Valtonen urged the European Commission to adopt stricter guidelines for processing Russian visa applications and proposed legislative changes needed to implement a complete tourist visa ban, the Finnish Foreign Ministry said in a statement.
她指出：‘只要俄罗斯继续入侵，就不应向俄罗斯公民发放旅游签证。’
“As long as Russia continues its invasion, Russian citizens should not be issued tourist visas,” she said.
瓦尔托宁强调，俄罗斯对乌克兰的侵略战争已持续五年，俄罗斯人可以前往欧洲享受这里的生活方式和自由，而他们的国家却在轰炸乌克兰人民的家园，这是不公平的。
“Russia’s war of aggression against Ukraine is now in its fifth year. It is not right that Russians can travel to Europe to enjoy the way of life and freedoms here while their country bombs the homes of Ukrainians.”Valtonen said the number of tourist visas issued to Russians by Schengen countries had risen in recent years, with nearly half a million granted in 2025.
近年来，申根国家向俄罗斯人发放的旅游签证数量有所增加，2025年发放了近50万份。
“Issuing visas to Russians for non-essential travel was banned by government resolution in Finland already in 2022,” Valtonen said. “The same must finally happen at the EU level.”Valtonen invited other EU member states to join a letter to the European Commission calling for the ban.

The letter also proposes banning Schengen visas for Russian President Vladimir Putin’s inner circle and introducing visa restrictions for Russian athletes.

It further calls for effective implementation of a visa ban on current and former Russian combatants agreed by EU member states this summer, according to the statement.

At 1,343 kilometers (834 miles), Finland has the longest border of any European Union member state with Russia.
