BANGKOK -- Japan should consider how it can support ASEAN's efforts to bring Myanmar back to the bloc's meetings, former Japanese Prime Minister Fumio Kishida told Nikkei Asia on Monday, adding that the return of the civil war-torn nation would be important for the group's unity.
"While there are many views within the international community regarding the situation in Myanmar, many countries feel that, from the perspective of ASEAN unity, it is important to properly bring Myanmar back into the framework," he said.
"I believe Japan must continue to consider whether there are ways in which it can cooperate [with ASEAN on Myanmar] going forward." Kishida was speaking on the sidelines of his trip to Bangkok, just a few days after Malaysian Prime Minister Anwar Ibrahim met Myanmar's President Min Aung Hlaing in Kuala Lumpur last week. During the meeting, Anwar promised to help bring Myanmar back into ASEAN as Min Aung Hlaing agreed to help repatriate thousands of Myanmar people currently held in Malaysian immigration detention centers.
Kishida took office in 2021, the same year that Myanmar's military overthrew the Southeast Asian country's newly elected government and detained then State Counsellor Aung San Suu Kyi.
Soon after the military takeover, ASEAN leaders convened in Jakarta and declared the Five-Point Consensus on Myanmar. Myanmar's political leaders have since been excluded from ASEAN summits -- including those that Kishida attended before he stepped down in 2024 -- over their failure to implement the consensus, which called for an end to violence, inclusive dialogue, mediation and humanitarian assistance.
Min Aung Hlaing, Myanmar's former military leader, has visited a number of countries since assuming the presidency in April including ASEAN members Laos, Thailand Vietnam and Cambodia. He has also made trips to China, India, Russia and Belarus in a bid to gain international acceptance.
"Myanmar has long been a major challenge for ASEAN unity," said Kishida, who remains a member of Japan's lower house, as well as the head of Japanese ruling Liberal Democratic Party's Japan growth strategy headquarters.
"I believe stakeholders in ASEAN have a strong sense of concern about this issue," he added. "Various parties have been making efforts in their own ways."
"The ASEAN framework, and Japan's cooperation with ASEAN, have become more important than ever," Kishida said, adding that the international community is "at a historic turning point."
Kishida oversaw a special summit in Tokyo in 2023 that commemorated the 50th anniversary of Japan-ASEAN cooperation. Overall, he said the Japan-ASEAN relationship is increasingly critical, with the international community "at a historic turning point." The former prime minister said major powers continue to attempt to change the status quo by force while traditional frameworks, such as the United Nations, struggle to function effectively.
"It is becoming more important than ever for countries that share values such as freedom, the market economy, democracy and the rule of law to work together in specific regions and on specific issues," he said.
"That is why the ASEAN framework, and Japan's cooperation with ASEAN, have become more important than ever." Kishida revealed that he met with Singaporean Prime Minister Lawrence Wong and key ministers of the city-state before coming to Thailand. Singapore will take over ASEAN's rotating chair in 2027.
"We agreed on the importance of working closely together ahead of next year, and I believe that was a highly meaningful dialogue," he said.
Regarding Japan's automobile industry in Thailand, Kishida pointed out that the existing supply chains are an important asset for both countries, even as Chinese brands are expanding their presence, particularly through electric vehicles.
"Over the years, Japan and Thailand have built a strong supply chain, especially in the automotive sector," he said, noting that it is closely linked to local industries, jobs and livelihoods. "I believe it is an important economic asset that Japan and Thailand should safeguard together through close cooperation." With China in mind, he said that what distinguishes Japan's relationship with ASEAN from other countries is the trust that has been built through dialogue since 1973, when the Japan-ASEAN cooperation officially began.
"I believe that the longstanding relationship of trust is a major advantage and one of Japan's greatest strengths," Kishida said.
