The European Commission president has urged EU leaders to adopt tougher measures against irregular migration, including an emergency response framework and expanded powers for the bloc’s border agency, Politico reported Tuesday.

In a letter to the leaders of all 27 member states ahead of this week’s European Council summit in Brussels, Ursula von der Leyen called for measures to respond when migration is used as a tool to destabilize the bloc.

“We must prevent such threats and make clear that we will never compromise the protection of our external borders: no state or non-state actor will be allowed to exploit our rules or our values to destabilise the Union,” she wrote.

Her proposals include establishing an emergency response framework for cases in which migration has been weaponized, expanding the powers of European Border and Coast Guard Agency Frontex, and boosting the EU’s deportation rate.

The letter follows a migration crisis in Spain’s North African exclave of Ceuta over the summer, when around 70,000 migrants arrived from Morocco, according to the report. Von der Leyen’s letter will inform discussions on migration scheduled for Friday, day two of the summit.
