The Federal Reserve’s top bank cop says a new review of Silicon Valley Bank’s failure justifies an overhaul of supervision, emphasizing that uncertainty and a lack of accountability from officials impeded timely action ahead of the lender’s 2023 collapse.

“Modernization is not about doing less. It is about more effectively prioritizing the things that matter the most,” Fed Vice Chair for Supervision Michelle Bowman said in prepared remarks for the Bangkok Economic Festival.

The Santa Clara, California-based lender, which collapsed in March 2023, became the second-biggest bank failure in US history at the time. A recent external review commissioned by Bowman found that regulators hit SVB with 54 formal warnings between 2020 and 2022, but the vast majority targeted technology, operational risk and compliance, instead of forcing the bank to reduce its interest-rate exposure or diversify its depositor base.

Bowman said she will continue to press for a focus on risks that pose a threat to the financial system, rather than process-related items. She implored global regulators to take similar action and urged the Basel Committee on Banking Supervision and the Financial Stability Board to zero in on key issues.

“To maintain their credibility, these institutions must redouble their focus on material risks — those that affect safety and soundness or financial stability — while eschewing less valuable work that misdirects resources toward less valuable priorities,” she said.

The world’s top financial stability watchdog earlier this week urged global policymakers to address inefficiencies in their banking regulations, advancing a framework after months of wrangling over how to broadly address risks. That approach was largely negotiated by an FSB committee led by Bowman.

Bowman and other US bank watchdogs appointed by President Donald Trump have pushed to scale back a raft of big-bank requirements, including plans to relax how much capital lenders must hold as a buffer against potential losses and narrow the scope of bank supervision.

While some proponents say those efforts are necessary to boost economic growth and increase competitiveness, critics argue the changes could allow banks to take on more risk and threaten financial stability.
