Social Democrat leader Magdalena Andersson lost a first parliamentary vote on her candidacy as prime minister, a widely expected outcome that still leaves the door open for her premiership.
Andersson was supported by 99 lawmakers on Thursday, the same number as the Social Democrats’ seats, while 248 lawmakers voted against and two were absent. She has yet to strike the necessary deals with allies to secure their backing.
Four votes can be held on a potential premier before another election must be called, meaning Andersson’s candidacy is likely to be tested again over the weeks ahead. Her prospects for success then will brighten if she can agree on the structure of the next government with allies beforehand.
“It’s been clear since election night that this was going to take some time and probably a number of prime-minister votes before we have a new government in place,” Andersson said as she left parliament.
Andersson’s bloc, consisting of her Social Democrats plus the Center, Left and Green parties, narrowly won a general election last month. They secured 176 seats versus 173 for the coalition of incumbent Prime Minister Ulf Kristersson.
Under the Swedish system, a prime minister doesn’t need the approval of a majority of lawmakers, but must ensure most members of parliament don’t actively oppose them.
Andersson, 59, said on Tuesday that “progress has been made” in talks, but at the same time the “conditions are currently not in place to form a government that can be tolerated by parliament.”There’s been little headway made in early negotiations to form a new government, with Left and Center particularly reluctant to hold talks because of their sharply diverging views over economic policy.

The speaker of the Swedish parliament, Andreas Norlén, must now decide on how to proceed. He is most likely to next call on Kristersson to try and form a government.
Kristersson is expected to also fail unless he can entice Center to join his bloc, something that party appears unwilling to do at this stage. Alternatively, Norlén could nominate another party leader, or Andersson again.
