Estonian Foreign Minister Margus Tsahkna has criticized pressure on Ukrainian President Volodymyr Zelenskyy to halt attacks on Russian oil refineries, saying the strikes significantly harm Moscow's ability to sustain its war against Ukraine.

“What is particularly serious is the pressure on Zelenskyy to stop his attacks on oil refineries. This is actually the place where Putin is very significantly harmed and his capabilities,” Tsahkna told Estonian public broadcaster ERR.

Both Russia and Ukraine have accused each other of violating the energy truce recently announced by US President Donald Trump.

Tsahkna also warned that Europe remained dependent on China for critical raw materials, including rare earth elements. “What is even worse is that Europe is actually dependent on China, and, to be frank, I do not see any solution whatsoever to that problem,” he said.

The minister discussed Estonia's decision to seek an exemption from EU sanctions for a Russian supplier providing raw materials to Silmet, an Estonian rare earth processing company. Tsahkna said the move was intended to protect European industry while requiring the company to end its dependence on Russian materials.

He stressed that Estonia remained committed to supporting Ukraine and increasing pressure on Russia. “Estonia has called for a complete trade embargo,” he said.
