Finance Minister Roland Lescure said the current market turbulence is making political parties across the spectrum see the need for fiscal prudence, voicing optimism that his country’s parliament will back his budget.
“The world is watching us — so everyone on the bench, except for the crazy ones on the extreme left, realize that we need fiscal consolidation,” he told Bloomberg Television. “I have to admit that the bond market is helping me a little bit keeping everyone honest because rates are high.”The French National Assembly started discussing next year’s budget this week. The government’s bill features €43 billion ($48.2 billion) in measures to bring down the deficit and appease financial-market worries about the country’s public finances.
Reaching a compromise appears difficult in a deeply divided parliament, and could prove even harder with a presidential election just six months away. If no agreement is found on a budget, the government can still use a provision known as 49.3 to bypass parliament — with the risk of being toppled. It could also use a decree known as “ordonnance” to adopt the draft budget.
Speaking in Bangkok on Friday, Lescure described those two options as “guardrails” that “should keep everyone honest.”“But if we feel we have sliding on the side, we are going to be using them for one very good reason: we are doing the heavy lifting” for whoever succeeds him as finance minister after elections next year. “What do you want to inherit: a budget or a mess?”Lescure said that “obviously, they want a budget because they don’t want you have to do dealing with you know a mess when they get into the office,” adding that the “most likely scenario is lots of conversations in parliament with ups and downs and lots of noise.”
“But at the end of the day, when push comes to shove, wisdom will prevail because they know that at some stage someone is going to inherit this,” he said. Lescure stressed that investors acknowledge France’s effort.
“Markets are doing their job — at the end of the day, what’s happening is fair,” he said. “So we have to be making sure that we convince them that we’re doing the right thing.”He added that “there’s no worry about contagion whatsoever” from fellow euro-area finance ministers.
“We’re all in the same boat,” he said. “Some of us are rowing a bit harder than others, but at the end of the day, they get it that we’re doing what we have to do.”
