Governor Josh Shapiro launched a federal political action committee to support Democrats running in the state’s most competitive US House races next month, stoking further questions about his 2028 presidential ambitions.

Shapiro’s New Path PAC allows the governor to contribute directly to a slate of Democrats attempting to oust incumbents in four Republican-held seats. A sweep of those seats by Democrats, with Shapiro’s name at the top of the ticket, would be a victory for the party he could point to during a presidential primary.

Even as his party has struggled to match the GOP in fundraising nationally, Shapiro has proven to be one of several formidable Democratic fundraisers, amassing $60 million in his state PAC since taking office in 2023. That money can only be used for his reelection bid against Republican state Treasurer Stacy Garrity, over whom he holds a double-digit lead in most polls.

To date, the governor has spent about $41 million on advertising in his own race, compared to $2.6 million for Garrity, according to AdImpact.

Last week, Shapiro held a Philadelphia fundraiser for the four Democratic House candidates — Bob Harvie, Bob Brooks, Paige Cognetti and Janelle Stelson — that raised $260,000, according to Punchbowl News. Throughout this election cycle, he’s contributed nearly $6 million from his war chest to the state Democratic Party’s coordinated campaign, which is working to reelect Shapiro and flip the state Senate.

During his debate this month with Garrity, Shapiro, who was vetted as potential vice presidential candidate for Kamala Harris in 2024, insisted he was only focused on his reelection, the midterms, and “trying to generate the kind of turnout and support the kind of candidates who will push back on the chaos, cruelty and corruption of Donald Trump.”Yet a strong reelection victory by Shapiro — in a state critical to Democrats in 2028 — would fuel speculation about his political future.

Shapiro isn’t the only governor thinking beyond the midterms: California’s Gavin Newsom, Illinois’ JB Pritzker and Kentucky’s Andy Beshear have already launched their own federal PACs with an eye toward 2028.

Shapiro’s New Path is a traditional PAC, one that can support federal candidates with donations of no more than $5,000 per election. Contributions to the PAC are also limited to $5,000 per individual per year.
