Tensions between Poland and Ukraine flared up after a major city council voted to dedicate the year 2027 to the memory of controversial World War II-era Ukrainian fighters.

“This is unwise. This is harmful for Ukraine,” Polish Prime Minister Donald Tusk at a press conference in Warsaw on Wednesday, “To say that I absolutely do not understand this suicidal tactic is an understatement.”Foreign Minister Radoslaw Sikorski said in a post published on X that he signed a request to declare the councilor from Ukraine’s western city of Lviv responsible for the bill persona non grata.

It’s the latest chapter in a heated dispute between the two allies about their tense history, an issue they’d managed to set side in the early years of Russia’s full-scale invasion. But as the war has dragged on, Polish solidarity with Ukraine has shown signs of cracking, with anti-Ukrainian feeling on the rise.

Those ties are crucial as Poland remains the main hub for western military assistance and a key political ally backing Kyiv’s efforts to join the European Union.

The recent tensions were triggered by a move by Ukrainian President Volodymyr Zelenskyy to name a military unit after the UPA, or Ukrainian Insurgent Army. In June, President Karol Nawrocki stripped his Ukrainian counterpart of Poland’s highest state honor — the order of the White Eagle — which Zelenskyy then returned to Warsaw.

The UPA is hailed by Kyiv for its guerrilla independence warfare during and after World War II, but remains a long-standing source of tension with Poland for its involvement in ethnic cleansing that killed an estimated 100,000 Poles, including women and children, in the Volhynia region.

The parliament in Warsaw has described the 1940s massacres in territories now belonging mainly to Ukraine as genocide. While Kyiv recognizes the atrocities and has agreed to allow the exhumation of the victims, it has also called on Warsaw not to politicize the issue — and to seek ways for a peaceful settlement.

“If opponents of, for example, Ukraine’s accession to the European Union are looking for a pretext, then right now, such a pretext has been constructed by Lviv Oblast councilors,” Tusk told reporters.
