Hong Kong’s top banking regulator has called for greater innovation in the city’s financial system to help address “pain points” in the real economy, as the city works with mainland Chinese and Asia-Pacific partners to navigate a host of sustainability, geopolitical and other challenges.
“True innovation in finance is not simply about chasing novelty; it’s about transforming conventional financial tools into efficient solutions,” said Eddie Yue Wai-man, chief executive of the Hong Kong Monetary Authority (HKMA).
“Hong Kong is set to push this frontier, and we want to ensure that this transformation brings tangible value also for the real economy,” he added during a keynote speech at the Asia-Pacific Financial Forum on Thursday.
The comments come at a time when the city is trying to consolidate its status as an international financial centre and a superconnector linking mainland China with the rest of the world.
Yue highlighted Hong Kong’s regional leadership in sustainable and resilient finance and a looming funding gap – the Greater Bay Area (GBA), for instance, will require almost US$2 trillion of investment over the next four decades to reach carbon neutrality by 2060 as planned.
“In Hong Kong, we try to do what we do best, which is to mobilise capital and direct it where it’s needed most,” he said, citing the city’s growing green bond issuance.
He also pointed to HKMA’s Commercial Data Interchange as a key initiative on this front. By integrating public and private data, “we help banks leverage alternative sources of information for credit assessment instead of just relying on collateral for their loans,” he explained.
No single economy, no single business and certainly no single regulator can address all these challenges aloneEddie Yue Wai-man, Hong Kong Monetary Authority Yue pledged to make trade finance – a backbone of the global economy under threat from rising geopolitical tensions – more accessible for businesses, especially small and medium-sized enterprises, calling it “a mission with high priority for us”.
The HKMA chief executive also advocated for more partnerships between the public and private sectors across the Greater Bay Area, mainland China and the Asia-Pacific region at large.
“No single economy, no single business and certainly no single regulator can address all these challenges alone,” he said.
Speaking at a subsequent panel, Matthew Blake, managing director at the World Economic Forum, said the growing fragmentation of the global economy – brought about through industrial policies, tariffs, sanctions, investment mandates and more – had led to about US$200 billion to US$300 billion in lost productivity.
“That is our new operating reality,” Blake warned, while adding that “the opportunity for the Greater Bay Area, and Hong Kong in particular, is to navigate this new environment and remain a connecting force between parties.”
Regional cooperation would also help push the overseas use of China’s currency, the renminbi (RMB), said Karen Ng, head of yuan internationalisation at Standard Chartered Bank in Hong Kong, during the panel discussion.
“From the RMB internationalisation perspective, the Greater Bay Area is a very natural landscape … where synergies can be optimised,” she said. “[The region should] continue to develop and accelerate the two-way flow of capital, investments, people and talents.”
