Finance Minister Taiwo Oyedele unveiled a draft economic policy framework designed to serve as a blueprint for government plans, budgets and policies, regardless of the administration in power.
“Policy uncertainty is an invisible tax on enterprise and unlike most taxes it generates no revenue for government,” Oyedele said at an economic summit in Abuja, the capital, on Monday. “It only destroys value and discourages investment.”President Bola Tinubu’s administration has implemented sweeping economic changes since taking office in 2023, including scrapping a fuel subsidy and overhauling the foreign-exchange system.
The document was published on the Finance Ministry’s website and is open for public comment until Nov. 27. It sets out 10 targets, including making Nigeria Africa’s largest economy and one of the world’s 20 biggest, while keeping economic growth consistently above population growth.
It also envisages single-digit inflation, a predictable exchange rate, interest rates below 10%, unemployment below 5%, tax revenue of at least 20% of gross domestic product and overall government revenue of at least 30% of GDP.
To help lock in the reforms, authorities are seeking views on fiscal rules, which could include governing deficits, debt, borrowing and commodity windfalls, as well as ways to strengthen coordination between monetary and fiscal policy without compromising the central bank’s independence.
“Nigeria has had many economic plans, but no enduring framework setting out how economic policy decisions should be made and how overall success should be measured,” according to the plan. “As a result, policy has often been reactive, inconsistent across institutions and difficult to assess against agreed standards.”Emergency departures from agreed policy would need a clear trigger, time limit, disclosed cost and a published path back to the framework, Oyedele said.
The draft also suggests that a quarterly economic scorecard, annual economic policy report and five-year comprehensive review be published to hold authorities accountable.
Key provisions of the framework could eventually be written into law, with the government seeking lawmakers’ approval as early as next year, Oyedele said.
