Former Vice President Kamala Harris’ recent trip to Wisconsin to stump for Democratic gubernatorial candidate David Crowley shows his campaign is struggling to rally voters, according to his Republican opponent, Rep. Tom Tiffany.

Harris arrived in the key battleground state on Monday to campaign alongside Crowley in Milwaukee, a visit coming just eight days before Election Day.
