Cuauhtémoc Cárdenas, Who Helped End One-Party Rule in Mexico, Dies at 92 Mr. Cárdenas, the only son of a Mexican president, never won the office but became a leading figure in the country’s democratic transformation. Cuauhtémoc Cárdenas, the son of a Mexican president who failed to win the office but whose work helped break the ruling party’s decades-long grip on power, has died.
He was 92. President Claudia Sheinbaum of Mexico confirmed his death in a social media post on Wednesday. The cause was not immediately clear.
Mr. Cárdenas was a leftist symbol in Mexico and throughout Latin America, and the only son of Gen. Lázaro Cárdenas, a hero of the Mexican Revolution who, as president in the 1930s, became immensely popular for his efforts to redistribute land to farm laborers and nationalize Mexico’s oil fields.
With a last name that evoked the former president and a first that recalled the last Aztec emperor, Cuauhtémoc Cárdenas seemed to many destined to lead Mexico.
His sway over the Mexican people was so great that he could have, with a few words, set off a bloody civil war after obvious fraud in the 1988 presidential election robbed him of the victory that many believed was his.
But instead of whipping up their anger, he convinced his followers that they could launch a true revolution, not by taking to the streets but by returning to the polls.
“They would like us to call for a showdown to get them out of power by any means, in a disorganized and unprepared fashion, so they can respond with a blood bath,” he said in a speech before an angry crowd of supporters in Mexico City’s main square in the tumultuous weeks after the 1988 election. With his followers poised to attack the nearby National Palace, he urged calm and outlined a campaign to oust the governing party in the next election.
In 2000, when he made his third presidential bid, an opposition candidate from another party finally won the presidency. The victory ended seven decades of rule by the dominant party, and introducing the peaceful turnover of power among diverse political parties that has continued in Mexico since.
Political scientists and historians have recognized the singular role he played in changing the course of Mexican history, despite never occupying the post that he had once seemed born to occupy.
“Cárdenas was, in a real sense, one of the midwives of Mexico’s democratic transition,” wrote Kathleen Bruhn, a political scientist at the University of California, Santa Barbara, who is an expert on democratization.
He won several elected positions, including a Senate seat representing his home state of Michoacán. He also served as the state’s governor before launching his first campaign for the presidency.
In 1997, after his second unsuccessful presidential bid, he became the first elected mayor of the Mexico City federal district, a post he hoped would catapult him to the presidency in 2000.
Although he was instrumental in ending the long rule of the Institutional Revolutionary Party (PRI), which his father had helped found, he began his political career as a privileged member of that party. After breaking from its ranks in 1987 to run as a coalition candidate for several weak opposition groups, he helped found the Democratic Revolutionary Party (PRD) and twice ran as its presidential candidate.
In 2014, following a dispute with its leaders, he left that party as well. He then served in various roles as a kind of autonomous elder statesman of Mexican politics, revered by some — and discounted by others who saw him as weak and too bound to the past.
Despite growing up within the walls of institutional power in Mexico, Mr. Cárdenas seemed to have always displayed an independent streak.
He was only 18 when he volunteered in 1952 to help the breakaway candidacy of Miguel Henríquez Guzmán, who had broken with the ruling party over el dedazo, a tradition in which Mexico’s outgoing president handpicks the party’s next presidential candidate.
Besides challenging the ruling party’s handling of presidential succession, Mr. Cárdenas also represented an ideological break with the wing of the party that, starting in the 1980s, embraced free-market economics, privatized many of the same industries that his father had nationalized as president, and sought closer relations with the United States.
Distinguishing himself from his father — whose image appeared on Mexican bills and whose legacy endured — while retaining voters’s loyalty was a constant challenge.
“From the beginning of the first campaign, I would say that people saw me as the son of General Cárdenas,” he said during one of his presidential campaigns. “But that changed, and since then I think I am seen as more Cuauhtémoc than the general’s son.”
Cuauhtémoc Cárdenas Solórzano was born on May 1, 1934, weeks before his father was elected president. He spent the six years of his father’s term living with his mother, Amalia Solórzano, at Los Pinos, the president’s official residence and office. A boyhood friend, José J. Altamirano, remembered the young Cuauhtémoc pushing toy trucks around his father’s feet there.
Since the revolution that ended the 35-year dictatorship of Porfirio Díaz, all Mexican elected officials have been limited to a single term in office. Following his father’s term, Mr. Cárdenas attended elite private schools and earned an engineering degree from the National Autonomous University of Mexico. After completing internships in Europe, he worked with private engineering firms in Mexico.
But politics was in his blood. His first campaign was for governor of Michoacán in 1973. He lost, but three years later he won a seat in the Mexican Senate. In 1980, he ran again for governor, and this time he won.
He seemed primed to run for the presidency in 1988, but the outgoing president, Miguel de la Madrid Hurtado, passed him over because of his leftist leanings and instead selected Carlos Salinas de Gortari, a Harvard-trained political economist and free-trade advocate as the PRI’s presidential candidate.
Mr. Cárdenas then formally split with the PRI and assembled a coalition of opposition groups called the National Democratic Front, brazenly challenging the PRI’s unbroken rule.
Despite being all but ignored by the national news media that was beholden to the ruling party, Mr. Cárdenas and his leftist message of economic nationalism gained such popularity that, for the first time in half a century, the ruling party worried about losing power.
Early results on election night showed him with such a sizable lead that election officials stopped reporting results, claiming the computer system had broken down. Before midnight on Election Day, without any results being officially reported, the head of the ruling party declared Mr. Salinas the winner.
In his 2004 memoir, Mr. de la Madrid, the former president, admitted that the election results were rigged to put Mr. Salinas ahead.
“The electoral upset was a political earthquake for us,” Mr. de la Madrid wrote. “As in any emergency, we had to act because the problems were rising fast. There was not a moment for great meditation, we needed agility in our response to consolidate the triumph of the PRI.”Mr. Cárdenas and other opposition candidates refused to concede the election. Protests broke out around the country, with calls for an armed revolution like the one that shook Mexico at the start of the 20th century.
But Mr. Cárdenas, realizing that the opposition wasn’t organized for armed resistance, and that the military, despite loyalty to his father, was not likely to oppose the government, refused to call his followers into the street.
“An order from him would have sent Mexico up in flames,” wrote Enrique Krauze, Mexico’s foremost political historian. “But perhaps in memory of his father, the missionary general, a man of strong convictions but not a man of violence, he did the country a great service by sparing it a possible civil war.”Even as Mr. Salinas took office, the ruling party’s hold on power no longer seemed unshakable. The next election, in 1994, came as the country experienced one of its most violent years since the 1910 revolution. On Jan. 1 of that year, the date the North American Free Trade Agreement took effect, Indigenous rebels launched an armed rebellion in the southern state of Chiapas.
Several weeks later, the ruling party’s presidential candidate, Luis Donaldo Colosio Murrieta, was assassinated in Tijuana, throwing the PRI’s carefully choreographed succession plans into disarray.
The violence probably hurt Mr. Cárdenas’s chances in the 1994 race, as many Mexicans became wary of the change he represented. He came in a distant third, but the strength of his campaign forced the ruling party to accept systemic changes.
In one of the most significant changes, the head of Mexico City, previously named by the president, was to be decided by election. Mr. Cárdenas won the post. He served two years before stepping down to make another run at the presidency in 2000.
He finished third again, but by then he had helped an upstart politician from the state of Tabasco, Andrés Manuel López Obrador, to national prominence. In 2018, Mr. López Obrador won the presidency as the candidate of Morena, a party he had helped found several years earlier.
Mr. Cárdenas’s wife, Celeste Batel, died in 2021. The couple is survived by their children Cuauhtémoc, Camila and Lázaro Cárdenas Batel.
The latter was the only one of the siblings to enter politics. He served as an adviser to Mr. López Obrador, and now serves as chief of staff to Ms. Sheinbaum. His father, meanwhile, criticized their political movement as insufficiently leftist, faulting it for failing to enact what he considered a much-needed fiscal overhaul to improve public education, revamp the health system and reduce economic inequality. Emiliano Rodríguez Mega contributed reporting.
