Prominent biologist Rao Yi is refusing to back down after Cell Press said it had found no evidence that top journal editor Steve Mao sought bribes from Chinese scientists.
Cell Press——
In a statement published on Thursday evening, Cell Press – one of the world’s leading scientific publishers, owned by Elsevier – said its investigation had “largely concluded” and “found no evidence to support the aforementioned allegations”.
Nevertheless, Rao, a tenured chair professor at Peking University who stepped down as president of Capital Medical University last year, is maintaining his criticism of the journal Cancer Cell’s editor-in-chief.
“This is of course the result I expected, because Elsevier did not report it to the police,” Rao wrote in a social media post on Friday morning. “However, if he stays as the Editor in Chief, it will be a disaster for Elsevier.”He went on to write that Mao faced two options: “resign as editor-in-chief of Cancer Cell and never serve as an editor again” or “sue me for defamation”.
“If he does not dare to sue, it is an admission by Steve Mao himself that there is actually a problem,” Rao added, without providing evidence to support his claims.
The South China Morning Post reached out to Rao seeking further details but received no direct response to our questions.
In a social media post in mid-October, Rao said that “several important international academic journals have seen editors, and even editors-in-chief, soliciting and accepting bribes”.
He went on to broadly refer to a case in which he claimed a doctor had “bribed” an editor to secure publication in a journal, alleging a quoted price of “an initial payment of 2 million yuan (US$299,000)”.
Rao then singled out Mao, the Chinese-born editor-in-chief of Cancer Cell – a peer-reviewed medical journal published by Cell Press – in the bribery allegations.
“Organisations and various assessment bodies in China should be aware that many people believe Steve Mao has serious issues,” Rao said. This quickly prompted an investigation by Cell Press.
On October 16, the publisher announced on one of its official social media platforms that it had “initiated the relevant procedures and commissioned an external, independent third party to conduct a comprehensive investigation”.
In its latest announcement, Cell Press stated that it had conducted the investigation in accordance with “internationally accepted best practice and evidentiary standards”.
The process included interviews of journal staff, editorial personnel and the editor-in-chief, along with gathering, extracting and reviewing his internal and external communication records, the publisher said. Editorial records were also analysed alongside statistical data related to historical publishing decisions.
Without naming Rao, the publisher said its investigation team had invited the individual who raised the allegations to provide evidence supporting his claims but had “received no evidence capable of substantiating the relevant allegations”. The SCMP has also reached out to Mao seeking comment on the matter.
A scientist familiar with Mao told the SCMP that, to his knowledge, Mao is highly organised with his financial records, making them very easy to verify.
The source, who requested anonymity, added: “If [Mao] truly received that much money, how could it not show up in his bank statements?”
