China plans to expand foreign exchange settlement services and streamline cross-border trade payments, in a move to lower transaction costs and facilitate international commerce.
国家外汇管理局（外汇局）周一发布征求意见稿，提出九项便利经常项目外汇业务的措施。根据该监管机构说明，这些提案旨在“拓展适用场景、范围和服务类型”以及“进一步降低企业资金结算和交易成本”。
The State Administration of Foreign Exchange (Safe) on Monday released a draft notice for public consultation outlining nine measures to facilitate current-account foreign exchange transactions. The proposals aimed to “broaden the applicable scenarios, scope and types of services” and “further reduce businesses’ fund settlement and transaction costs”, according to the regulator.
重点措施之一是计划自1月1日起在全国推行一项便利跨境贸易外汇收支的方案。该方案目前一直在试点运行。
Among the key measures is a plan to roll out nationwide, from January 1, a scheme facilitating foreign exchange receipts and payments for cross-border trade. The programme has so far operated on a pilot basis.

The scheme allows banks to simplify documentation checks and settlement procedures for eligible companies with sound compliance records when handling cross-border trade transactions.
征求意见稿还寻求将支付机构可提供的外汇服务范围从跨境电商扩大至市场采购贸易和外贸综合服务。此举将允许服务商为这些领域的企业办理货币兑换及相关支付业务。公众咨询截止日期为12月1日。
The draft also seeks to expand the scope of foreign exchange services offered by payment institutions beyond cross-border e-commerce to include market procurement trade and integrated foreign trade services. The change would allow providers to handle currency conversion and related payments for businesses in those sectors. Public consultation on the draft runs until December 1.
此举是继外汇局局长朱鹤新上月承诺推出一揽子便利经常项目交易措施，并同步采取单独步骤便利跨境投融资、进一步开放外汇市场之后作出的。
The move follows a pledge by Safe chief Zhu Hexin last month to introduce a package of measures to facilitate current-account transactions, alongside separate steps to ease cross-border investment and financing and further open up the foreign exchange market.

Speaking at the 2026 Financial Street Forum in Beijing, Zhu said the initiatives would help businesses make better use of domestic and overseas markets and resources.

Other measures in Monday’s draft included exempting eligible companies with strong compliance records from trade credit reporting, while allowing companies with sound internal controls and compliance records to report outstanding trade credit balances on a monthly basis rather than on a transaction-by-transaction basis.
草案进一步提议放宽经营性租赁的外汇结算规则，并允许九个边境地区的合格企业对跨境贸易收支进行净额结算。
The draft further proposes easing foreign exchange settlement rules for operating leases and allowing eligible businesses in nine border regions to net cross-border trade receipts and payments.
拟议措施还将简化国际体育赛事的外汇服务，允许主办方通过支付指令办理赛事相关交易，而境外参赛人员可享受个人外汇服务，无需为每笔交易提交证明文件。
The proposed measures would also streamline foreign exchange services for international sporting events, allowing organisers to handle event-related transactions through payment instructions, while overseas participants would be able to access personal foreign exchange services without submitting supporting documents for every transaction.
