(NEXSTAR) – Found yourself at the polls but don’t have your wallet? Depending on where you live, you may still be able to vote. In most states, you are going to need a form of identification – the most common being a driver’s license or a voter ID card – before you can cast your ballot. In others, that isn’t the case. Here’s what to know before you vote on Election Day.

The District of Columbia and 12 states do not require voters to show identification before casting their ballot. As of Oct. 2026, those states include California, Illinois, Maine, Maryland, Massachusetts, Minnesota, Nevada, New Jersey, New Mexico, New York, Pennsylvania, and Vermont. Generally speaking, as long as residents of the above states are registered to vote and have voted at their polling place before, they won’t need to show an ID.

If they are registering to vote, they do have to submit at least one form of identification when registering to vote. First-time voters will likely need to provide identification to a poll worker before they can cast a ballot, even if they registered before Election Day.

What qualifies as identification, and how many forms of identification you need to provide, can vary. In DC, for example, you can use a valid driver’s license, a student tuition bill, or a residential lease. Local election officials do recommend that DC residents bring “some form of identification with you to vote in case you need it.”In New Jersey, a store membership card, including a Costco card, is acceptable.

In most other states, voters need a photo ID to cast their ballots. That includes Alabama, Arkansas, Florida (which also requires a signature on the ID), Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Nebraska, New Hampshire, North Carolina, Ohio, Oklahoma, Rhode Island, South Carolina, South Dakota, Tennessee, and Wisconsin.

Even without a photo ID, you may still be able to cast a provisional ballot in these states, as long as your identification can otherwise be confirmed. That’s permitted in Alabama, where you can also vote without a photo ID if you are “positively identified by two election officials as a voter on the poll list who is eligible to vote and the election officials sign a sworn affidavit so stating.”While they do not require a photo ID to vote in Michigan, “voters in possession of a photo ID must present it at the polls.”

Those without an acceptable form of ID can sign an affidavit saying they don’t have it with them and be allowed to vote. Texas has a similar rule for its voters. If a voter in Iowa forgot their ID, another registered voter can attest for them. Both will have to sign an oath. Alaska, Colorado, Connecticut, Delaware, Virginia, West Virginia, and Wyoming will accept IDs that do not have a photo. Generally, you will need to have registered to vote ahead of time, and that process may require a photo ID.

Arizona will accept either one photo ID, two forms of identification with a current address, or a photo ID and a form with a current address on it. Montana will accept a photo ID or other forms of identification that list a voter's name and current address. States that primarily vote by mail have slightly different requirements. In Hawaii, all registered voters automatically receive a ballot in the mail. To, they need to provide a driver’s license or state ID and Social Security number.

Oregon voters do not require a photo to to vote, while Utah does, or two forms of alternative IDs. While Washington is also primarily a vote-by-mail state, those who want to vote in person need to provide identification or sign a ballot declaration. This guidance could have been much different had the Safeguard American Voter Eligibility (SAVE) America Act been enacted earlier this year. The House passed the SAVE Act in February, but it stalled in the Senate in June.

In response, President Trump canceledg bipartisan housing legislation, saying he wouldn’t sign it until the SAVE Act passed. He later conceded the SAVE Act was “probably not going to happen.”Had it passed, registering to vote would require additional documentation, like a passport or birth certificate. Republicans said the legislation was needed to prevent voter fraud, but Democrats warned it would disenfranchise millions of Americans by making it harder to vote.
