Italian Defense Minister Guido Crosetto warned Saturday that cyberattacks and emerging forms of hybrid warfare pose growing security threats, urging authorities to anticipate risks rather than respond only after they emerge.
In a post on US social media platform X, Crosetto said he had been raising concerns about hybrid warfare for four years, but its dangers and vulnerabilities to cyberattacks were only now receiving wider attention.
"Yet we continue to underestimate other aspects, such as cognitive warfare," he said, referring to the profiling of individuals, the use of personal data and neuroscience to influence behavior, and the manipulation of information. He also warned about the increasingly pervasive presence of hostile actors in the digital sphere.
Crosetto suggested that governments could similarly fail to recognize the dangers of cognitive warfare until its consequences became apparent.
"Let's stop chasing threats and start anticipating them, including by making them harder to carry out," he said.
The minister called for a comprehensive approach to security, stressing that it must become a national priority. "Now, not when it is too late," he added.
