柏林——德国总理弗里德里希·梅尔茨于9月29日表示，俄罗斯对两国外交部长最近会晤的反应表明，莫斯科尚未准备好进行旨在结束乌克兰战争的实质性谈判。
BERLIN - German Chancellor Friedrich Merz said on Sept 29 that Russia’s reaction to the recent meeting of the two countries’ foreign ministers showed Moscow was not ready for meaningful negotiations to end the war in Ukraine.
“俄罗斯随后对此次会谈的评估清楚地表明，目前俄罗斯根本无意进行任何认真的谈判，”梅尔茨在柏林的新闻发布会上说道。
“Russia’s subsequent assessment of this conversation has shown that Russia is obviously not interested in serious talks at all at this point in time,” Merz told a Berlin press conference.
9月26日，俄罗斯外交部长谢尔盖·拉夫罗夫在纽约联合国与德国外交部长约翰·瓦德夫尔进行了会晤，这是自2022年2月俄罗斯全面入侵乌克兰以来的首次此类会谈。
On Sept 26, Russian Foreign Minister Sergei Lavrov spoke to his German counterpart Johann Wadephul at the United Nations in New York, the first such meeting since Russia’s full-scale invasion of Ukraine began in February 2022.
德国外交官称，瓦德夫尔在会谈中呼吁俄罗斯“放弃针对德国、欧洲和北约的升级行为”，并明确表示“德国决心支持乌克兰”。
German diplomats said that Wadephul used the conversation to call on Russia to “abandon its dangerous path of escalation vis-a-vis Germany, Europe and NATO” and made clear “Germany’s resolve to support Ukraine”.
拉夫罗夫随后在联合国大会上发表讲话，指责欧洲阻碍了冲突的解决，并坚称“特别军事行动的目标一定会实现”（这里的“特别军事行动”指的是俄罗斯对乌克兰的军事行动）。
Lavrov later used a speech to the UN General Assembly to accuse Europe of blocking efforts to resolve the conflict and insisted the “aims of the special military operation will be achieved”, using Moscow’s terminology for the conflict.
9月29日早些时候，德国国防部长鲍里斯·皮斯托瑞乌斯表示，拉夫罗夫“嘲笑了谈判的努力”，并称俄罗斯“没有任何实际行动，只有嘲笑”。梅尔茨再次呼吁俄罗斯政府“坐到谈判桌前”。
Earlier on Sept 29, German Defence Minister Boris Pistorius said Lavrov had “mocked and discredited” efforts at the negotiation and that Russia had showed “no movement, only ridicule”.
他补充说：“但如果俄罗斯不愿意这样做，那么德国就愿意在长期内继续支持乌克兰。”
Merz called “once again on the Russian government to come to the negotiating table”.
梅尔茨还指出：“俄罗斯不会赢得这场战争”，冲突持续的时间越长，俄罗斯将遭受越严重的损失，并强调：“我们已经看到俄罗斯经济的状况是多么岌岌可危。”
“But if Russia is not prepared to do so, then we are... ready to support Ukraine over a long period of time,” he added.
梅尔茨是在访问中的哈萨克斯坦总统卡西姆-若马尔特·托卡耶夫陪同下发表上述言论的；托卡耶夫虽然是莫斯科的盟友，但从未支持过俄罗斯的军事行动。
Merz said that “Russia will not win this war” and would “suffer massive damage” the longer the conflict continues, adding: “We see already what a precarious situation the Russian economy is in.”Merz made the comments alongside visiting Kazakh President Kassym-Jomart Tokayev, who is an ally of Moscow’s but has never condoned Russia’s offensive.

In July, Tokayev made the rare move of publicly telling Russian President Vladimir Putin that the fighting should stop.

On Sept 29, Tokayev said he maintained “excellent relations” with Putin, but also that Kazakhstan had been “concerned about the situation in Ukraine from the very beginning” and that his government “insists on respect for... the territorial integrity of all states”.
他说：“无论乌克兰发生什么，我们都永远不会忘记俄罗斯和乌克兰是我们的朋友。”
“Whatever happens in Ukraine, we will never forget that Russia and Ukraine are our friends,” he said.
