NATO's top military commander on Monday outlined a three-stage military strategy to counter a potential attack against alliance territory, saying the bloc would first block an initial assault, then blunt any continued offensive, and, if necessary, break the enemy's forces and warfighting capabilities.
Speaking at the Warsaw Security Forum 2026 during a panel titled "Theory of Victory: How Do We Achieve Military Success Against Russia in Deterrence and Defense?" Gen. Alexus Grynkewich, NATO's supreme allied commander Europe (SACEUR), said the strategy is designed to deny an adversary the ability to seize and hold NATO territory.
"My theory of victory is simple: we will block the initial attack. If the attack persists, we will blunt it and prevent enemy advance. And if required, we will break the enemy's forces and the operational warfighting system that is arrayed against us," he said.
He stressed that NATO does not consider a conflict "imminent or inevitable," describing the alliance as defensive and emphasizing that its primary objective is to deter aggression and preserve peace.
"Our alliance exists to preserve peace, but let there be no doubt: should war come, we will block, blunt any attack, and then if it does not cease, we will break the forces conducting aggression against us," Grynkewich said.
He explained that the first stage, blocking an attack, would involve forward land forces preventing enemy formations from advancing and seizing allied territory, supported by air, naval, space and cyber capabilities.
If an offensive continued, NATO would seek to blunt it through advanced sensors, autonomous systems, and coordinated multi-domain operations, denying the adversary the ability to gain momentum or seize the initiative.
In the final stage, the alliance would target not only enemy forces but also the systems supporting and sustaining them, including command structures, logistics, and replenishment capabilities.
Ukraine will get through winter with 'more resolve and more fight' He said NATO would combine high-end precision weapons with large numbers of affordable and scalable systems, applying sustained military pressure across land, air, sea, space, and cyberspace.
The objective, he added, would not be to inflict a strategic defeat on an adversary but to render its forces incapable of continuing an attack against alliance territory.
"We are not seeking to impose a strategic defeat on our adversary, nor do we need to do so. Rather, we are only seeking to stop any attack in its tracks, to deny the ability to seize and hold our territory," he said.
Grynkewich said this approach would also help NATO maintain an advantageous position in terms of escalation, stressing that the alliance would act only against the forces and systems involved in attacking it.
He said NATO is working to translate the strategy into operational readiness through exercises, forward deployments, and investments in both advanced military capabilities and more affordable systems.
Asked about the possibility of a simultaneous conflict in Europe and the Asia-Pacific, Grynkewich said NATO's planning takes such a scenario into account.
Turning to Ukraine, he warned that continued attacks on energy infrastructure would make the coming winter particularly difficult for civilians.
"They're going to get through this winter. They're going to come out of it with more resolve and more fight," Grynkewich added.
On concerns about NATO members’ political commitment to collective defense, Grynkewich said he has confidence in the alliance's commitment to Article 5, which treats an armed attack against one member as an attack against all.
He also rejected doubts about the US commitment to NATO, noting that American troops are already deployed in Poland and across the alliance's eastern flank.
