Uyen Vietnam’s central bank is facing mounting pressure to keep interest rates stable as the Iran conflict fuels inflation and raises banks’ funding costs, while the government’s 10% growth push drives credit demand.
“存款利率与贷款利率均面临上行压力，但央行必须确保企业仍能顺利获得银行信贷，”越南国家银行副行长范清河周三在河内举行的新闻发布会上说道。
“Deposit and lending rates are under pressure to rise, while the central bank must ensure businesses continue to have access to bank credit,” State Bank of Vietnam’s Deputy Governor Pham Thanh Ha said at a briefing in Hanoi on Wednesday.
尽管越南官方已发出诸多警示，指出经济面临诸多挑战，但央行仍致力于助力政府实现10%的增长目标。周末公布的数据显示，越南经济持续升温：前三季度平均增长率达9%，出口额与外资承诺投资额也均出现显著增长。
The central bank is seeking to support the government’s 10% growth goal even as Vietnamese officials warn of increasing challenges. Weekend data showed an economy running hot, averaging 9% growth in the first three quarters, along with a surge in exports and foreign investment pledges.
“国家银行仍需维持信贷增长势头以推动经济发展，同时兼顾通胀控制需求，”货币政策局局长范志光在同一次发布会上指出。
“SBV still needs to sustain credit growth to support economic expansion while balancing the requirement to control inflation,” Pham Chi Quang, head of the monetary policy department, said at the same briefing.
范清河表示，未来数月内，央行将“继续实施积极且灵活的货币政策，与财政政策密切协同以抑制通胀”。他还补充称，国家银行将密切监测货币市场动态，确保各银行拥有充足的流动性。
In the coming months, the central bank will “continue to pursue a proactive and flexible monetary policy, closely coordinating with fiscal policy to control inflation,” Ha said. SBV will closely watch the money market to ensure sufficient liquidity for banks, Ha added.
此前8月份，央行就曾发出预警：信贷增速过快已超出银行的资金筹措能力，进而对金融与货币体系的稳定性构成威胁。如今，通胀与投资领域的种种风险迹象更印证了这一担忧。
The red flags over inflation and investment add to warnings in August by the central bank, when it cautioned that rapid credit growth was outstripping banks’ ability to mobilize funds and creating risks to the stability of the financial and monetary system.
据范清河介绍，自去年底以来，越南银行业贷款总额增长了11.59%。国家银行设定的全年信贷增长目标为15%左右，不过也多次强调该目标可能视经济形势变化而调整。
Total bank lending has risen 11.59% from the end of last year, Ha said. SBV is targeting credit growth of around 15% this year but has repeatedly said that could be adjusted depending on economic conditions.
据越南政府网站报道，周六，总理黎明鸿强调政府仍将坚定不移地实现两位数经济增长目标，并要求各部委全力落实本年度公共投资计划，确保各项重点工程如期推进。
Prime Minister Le Minh Hung said on Saturday the government remains committed to the double-digit economic growth target as he ordered ministries to fully disburse this year’s public investment spending and keep key projects on schedule, according to the government website.
