British businesses are looking to hire more workers for the first time in over two years, according to a closely watched survey suggesting the labor market is turning a corner.
An index tracking private-sector vacancies was above the key 50 level last month for the first time since July 2024, the report by the Recruitment and Employment Confederation and KPMG showed. Across the economy, the number of people placed in permanent jobs rose for a second month as firms sought to fill shortages in areas from accountancy and refrigeration to AI development and law.
Maxine Bligh, REC’s interim chief executive, said it’s a sign that “we could see genuine momentum building across the labor market.”The report provides some positive news for Prime Minister Andy Burnham ahead of his administration’s first budget later this month. It indicates that Britain’s strong economic performance this year is finally starting to generate jobs, after a hiring slump that has pushed up youth unemployment and kept workers stuck in place.
While the UK economy is growing faster than European peers, firms have cut almost 100,000 payrolls this year amid higher employment costs and artificial intelligence.
REC’s figures will bolster the case of Bank of England policymakers calling for an immediate interest-rate increase. The BOE has kept rates unchanged since the start of the Iran war, arguing that a soft labor market will keep wage pressures in check, but fears are growing that elevated energy costs could cascade through the economy.
However, Jon Holt, group chief executive and UK senior partner at KPMG, said the recovery remains “fragile.”He added: “In some sectors it could be seen as an employer’s market as the number of people looking for roles increases.”The rise in private-sector demand was offset by another drop in public-sector vacancies. And while sectors like IT and engineering grew, postings fell sharply for retail, hospitality and secretarial roles. Starting salaries rose at a slower pace, reflecting a growing number of candidates and efforts to keep costs in check.
Labour’s budget on Oct. 28 will be a key moment for employers, with consumers and businesses under pressure from rising costs and speculation mounting that Chancellor of the Exchequer John Healey will raise taxes to plug a hole in the public finances. Firms are also bracing for the possibility of another large increase in the minimum wage.
Businesses want “greater certainty in tax policy and a sense that the government is willing to create the right conditions to turn this emerging confidence into investment and ultimately jobs,” Holt said.
