Ukrainian lawmakers passed a package of tax bills required to unlock more funding from the European Union and International Monetary Fund, according to the finance ministry in Kyiv.
The move unlocks 4 billion euros ($4.3 billion) from the EU and $1.6 billion from the IMF this year, at a time when the latter estimates Ukraine’s budget shortfall at over $30 billion in 2027. The EU has demanded that economic reforms and fiscal tightening have to come before it’s ready to plug that gap.
International scrutiny has also grown following a series of corruption scandals over the past year featuring key politicians, among them allies of President Volodymyr Zelenskyy. The bevy of bills tries to assuage those concerns, particularly over money laundering.
The legislation has dominated a parliamentary session ongoing since Monday, a fast-tracked package designed to assure Western lenders and donors that Ukraine is cleaning up its financial system as Russian President Vladimir Putin continues his full-scale invasion of the country.
The set of bills passed to this week largely consisted of less controversial elements of a more ambitious reform plan for 2026 laid out last December on which Kyiv had dragged its heels.
The new package of bills entirely skirted several demands from European partners, including a review of the selection process for the prosecutor general, a role whose previous occupant featured in corruption scandals.
