German-French Auto Pact on Hold Over Berlin Job-Pledge Worries

Germany is delaying final approval of a provisional auto-industry pact with France as Chancellor Friedrich Merz’s coalition wrangles over binding investment and job commitments from carmakers.

“Indeed, very intensive talks are under way — our aim is to have a Franco-German initiative,” Finance Minister Lars Klingbeil said on the sidelines of the IMF’s annual meetings in Bangkok. Negotiators are in the “final stretch toward an agreement,” he said.

Germany’s backing depends on “clear commitments on investment at production sites and also on employment,” Klingbeil said. Those assurances must form part of the package and remain under discussion, he added.

French President Emmanuel Macron has said an agreement is close. Merz’s conservative CDU/CSU alliance supports the terms negotiated with Paris, while Klingbeil’s center-left Social Democratic Party, or SPD, wants a binding coalition pledge to require automakers to invest in Germany and protect jobs, according to people familiar with the talks.

The joint initiative would seek more flexibility in European Union CO2 rules for automakers while strengthening safeguards against global competition, particularly from China. It also covers local-content requirements and Buy European measures.

“We must not be the naive ones, we must not be the stupid ones,” Klingbeil said, referring to unfair Chinese trade practices and subsidized exports. “We also have to adapt when it comes to the rules, and that is what we are now doing in the government, together with France and, of course, at the G7 level.”The wrangling comes days after the EU and China reached an understanding that would cap China-made hybrid exports at 350,000 vehicles in 2027, compared with about 800,000 expected this year. Hybrids had not been covered by the bloc’s 2024 tariffs on Chinese battery-electric cars, helping shipments surge.

The measures target an industry squeezed by lower-priced Chinese models in Europe and weakening sales in China. A Franco-German accord would provide political momentum but would not settle the issue: changes to EU car-emissions rules and the Industrial Accelerator Act still require agreement among member states and the European Parliament. EU leaders want the automotive package completed by year-end.
