BANGKOK -- Bank of Japan Gov. Kazuo Ueda said Friday that underlying inflation is already quite close to the central bank's 2% target and that "we cannot tolerate it rising any further." Ueda was in the Thai capital for meetings of Group of 20 and Group of Seven finance ministers and central bank governors. The high-level talks took place Thursday alongside the International Monetary Fund and World Bank annual meetings which run through Sunday.

"Underlying inflation is already quite close to the 2% target, and any further increase would be unacceptable," Ueda told a news conference Friday evening.

Ueda avoided commenting on the pace of rate hikes but said economic data since the September policy meeting have been "broadly in line" with the bank's outlook. He also said nothing significant had emerged from the G20 meeting to alter his view of the economy and prices.

He reiterated that monetary policy had entered a new phase because of growing upside risks to inflation, a message he had conveyed at the bank's September policy meeting. With underlying inflation approaching 2% while financial conditions remain accommodative, "we will continue to raise the policy rate as conditions warrant," he said.

On the timing and pace of rate hikes, Ueda said the bank will take into account "developments in the Middle East and AI-related sectors, as well as foreign exchange moves," while assessing the likelihood that its baseline economic and inflation outlook will materialize and weighing associated risks.

U.S. Federal Reserve Chairman Kevin Warsh spoke at an IMF session earlier that day, warning of possible "financial stability risks" stemming from the surge in AI investment.

Warsh avoided giving hints about the Fed's October monetary policy meeting, saying that "I don't prejudge meetings." Together with cautious signals from other Fed policymakers, the lack of guidance has reinforced market expectations that the central bank could wait until December before raising rates again.

Expectations for another BOJ rate hike in October have also receded. Data from Totan Research and Totan ICAP implied a 5% probability of a rate increase at the bank's Oct. 29-30 monetary policy meeting.

Both the BOJ and the Fed had raised rates in September. This marked the Fed's first time raising rates in more than three years, while the BOJ accelerated the pace of its tightening from roughly six-month intervals to three months.

Investors expect both the BOJ and the Fed to hold rates steady this month but have priced in probabilities of more than 70% for rate hikes in December.

A key topic at the G20 and G7 meetings was market volatility amid a surge in government bond yields.

Japanese Finance Minister Satsuki Katayama told reporters Thursday that member countries "raised concerns about long-term interest rates" and that she stressed the need to "closely monitor financial market developments with a heightened sense of vigilance
